I. Call to Order
CITY OF SEAL BEACH
Archaeological Advisory Committee
Minutes of February 6, 2003
The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:00 p.m.
on Thursday, February 6, 2003. The meeting was held in the City Hall Council Chambers.l

Mr. Whittenberg stated that as far as approval of the Agenda is concerned, since there are some
time constraints tonight, he recommends that the only item to be considered be Item No.5 and
that all other items be continued to a future meeting date.
MOTION by Hoy; SECOND by Dixon to consider Item No.5 tonight and continue all other
Agenda items to the next scheduled meeting of Apnl 9, 2003.

Beach, California", dated January 14,2003
Recommendation: Instruct Staff as to any further actions the Committee may wish
to pursue regarding this response letter. Receive and File EDA W Response Letter dated
January 14, 2003.
5. RECEIPT OF PUBLIC COMMENTS AND REVIEW OF Boeing Specific Plan Project
Draft EIR - Section 5.7 - Cultural Resources
Recommendation: Staff recommends the Committee receive public comments and
review and provide Committee comments to the City regarding the adequacy of the
information provided, proposed mitigation measures, and the proposed mitigation
momtoring program for the Boeing Specific Plan Project DEIR regarding Cultural
Resource issues.
Mr. Whittenberg explained that when an Environmental Impact Report is prepared, by state
law there is a minimum 30-day period when the City can allow additional time for the
public to review the DEIR and provide comments to the City as to inadequacies that they
may see in the document or to identify impacts that they feel exist but have not been
discussed in the document. He stated that the 45-day comment period ends on Monday,

February 10, 2003. He said that generally when a document comes before the City through
an EIR process that identifies some potential cultural resource issues, the document is
always brought before the Archaeological Advisory Committee (AAC) for review. He
noted that he prepared a comment memo on the DEIR and has provided a copy for each of
the members. He stated that given what has occurred on the Hellman property, he has
included recommendations for preparation of a mitigation plan should human remains be
found on the Boemg property. He said that he has attempted to prepare the format for what
would be a future mitigation document to track the processes and procedures developed
between the Most Likely Descendent, the archaeologist, and John Laing Homes. He noted
that John Laing Homes has essentially followed this format for submission to the California
Coastal Commission (CCC) to attempt to resolve the Cease and Desist Order issued by the
CCC. He said that it is important to address these types of concerns in the Boeing DEIR so
that when the CCC reviews the document they will see that these issues have been
identified. He noted that most of the properties to be developed are not on the hill, itself,
but are down in areas that in many cases appear to have had re-grading done as part of the
original construction of the North American Rockwell facility. He said that in some cases
the grading may get below relocated deposits, and the EIR does state what the procedure
would be should this occur. Member Dixon commented that he assumed the burial sites are
located in the dryer locations on the site, but he is aware of sites in the Huntington Beach
marsh area where remains of several hundred humans were found even though there was no
surface indication ofthis being a burial site. Mr. Whittenberg reiterated that this is why it is
important to have a mitigation plan in place so that everyone knows the correct procedures
should Native American remains be found. He then suggested that the members might
want to take the memorandum home and review it and forward their written comments to
him by Monday, February 10, 2003.

Member Dixon stated that the information in Section 5.7-3 of Page 2-12 should be placed
under Section 5.7-2. Mr. Whittenberg noted that Section 5.7-2 and 5.7-3 are both to be
listed separately under the Cultural Resource Section 5.7. Member Dixon then referred to
Page 5.7-11 and asked if archaeological field test would be done on a project-by-project
basis once the development gets under way. Mr. Whittenberg stated that Boeing's mtention
is to submit for the entIre site as part of the Coastal Development Permit and to have the
permit issued for the archaeological testing work for all of the impacted sites and have
everything resolved prior to beginning grading. He again recommended that the members
provide their comments in writing. He stated that the AAC would have an opportunity to
review the City response to comments. Member Dixon confirmed that there would be a test
phase prior to beginning grading. Mr. Whittenberg stated that a test phase analysis would
be completed.
