Minutes of August 9, 2004
Chairperson Vesely called the Archaeological Advisory Committee (AAC) meeting of August 9,
2004 to order at 5:30 p.m. The meeting was held in City Council Chambers.

Recommendation: Approve Minutes with any corrections determined appropriate.
Member Dixon referred to Page 4, Line 24 and noted that the word "reiterments" should read
"reinterments. "
Mr. Whittenberg noted that Members Fitzpatnck and Hoy should abstain from voting on this
item, as they were not present at the meeting of April 7, 2004.

Recommendation: Authorize the Chairperson to sign the proposed comment letter
with any amendments determined appropriate by the Committee. Receive and File
subject report.
Member Fitzpatrick noted that under Appendix C he was missing the even numbered pages.
Chairperson Vesely noted that he was also missing these pages. Mr. Whittenberg stated that the
copy must have been two-sided, but was copied as one-sided. He stated that he would provide
correctly copied pages for this appendix section. He noted that Staff had prepared a general draft
letter indicating that the City generally concurs with the findings of "no significant impacts"
from this project.

6. Receipt Of PowerPoint Presentation Re: Education Center At Heron Pointe - John
Laing Homes Development At Hellman Ranch.
. Recommendation: Receive PowerPoint Presentation.

Mr. Whittenberg provided a PowerPoint presentation showing the work completed thus far on
the John Laing Homes (JLH) Development Project, primarily on the Heron Pointe Education
Facility, which was required as part of the development by the City and is a condItion of
approval on the California Coastal Commission (CCC) permit. He indicated that the facility is
not yet open to the public. Chairperson Vesely asked if vehicular access to the facility would be
allowed. Mr. Whittenberg stated that only pedestrian access would be allowed. He then
displayed photos of the 10 interpretative plaques placed along the Spur Trail to the Education
Center. Member Dixon stated that he is unable to read the text and asked if a typescript of the
text could be provided. Mr. Whittenberg stated that thIS could be provided. Member Fitzpatrick
asked who had written the text for the interpretative plaques. Ms. Lorraine Willey of EDA W
stated that Mr. Andrew York, archaeologist for EDAW, had assisted Mr. Robert Dorame, the
Head Native American Monitor, in composing the language. He indicated that JLH had worked
closely with the Native Americans to make this facility something that can be utilized on a
regular basis as a means for educating school-age children and the general public on the cultural
history of this site and its former inhabitants. The Director of Development Services then noted
that care and maintenance of the education center would be the responsibility of the Heron
Pointe Homeowners Association. Chairperson Vesely asked if the education center design had
originally been conceptualized as a structure. Mr. Whittenberg stated that the center had always
been conceptualized as it now appears. He noted that the AAC members would be welcome to
visit the Heron Pointe Education Center as soon as it is open to the public, which would probably
be within 2-3 months.

Recommendation: Receive Synopsis Report and Update prepared by EDA W and
Verbal Status Report from EDAW.
Mr. Whittenberg then formerly introduced Ms. Lorraine Willey, archaeologist for EDA W, who
proceeded with a slide presentation and provided an update and responded to questions on the
progress ofthe cultural resource mitigation and the excavation and reinterment process for the
Native American burials found on the Heron Pointe Development site.
After Ms. Willey's presentation Member Hoy excused himself from the meeting stating that he
had another appointment pending.
VII. Committee Concerns
None.
VIII. Staff Concerns
Mr. Whittenberg stated that he would schedule a continuing update from EDA W for the next
scheduled AAC meeting.
IX. Adjournment
MOTION by Fitzpatrick; SECOND by Coles to adjourn to the scheduled meeting for October
11,2004.
