I. Call to Order II. Roll Call Present: Chairperson Vesely Members Dixon and Fitzpatrick Absent: Members Coles and Hoy Also Present: Department of Development Services Lee Whittenberg, Director Mr. Whittenberg stated that Member Hoy had notified Staff that he would not be present at tonight's meeting. He requested a motion to excuse Member Hoy. He also noted that Staff had received no word from Member Coles. MOTION by Fitzpatrick; SECOND by Vesely to excuse Member Hoy from the Archaeological Advisory Committee meeting of November 1, 2005. MOTION CARRIED: AYES: NOES: ABSENT: III. Scheduled Matters 5. APPROVAL OF MINUTES OF June 13,2005. Recommendation: Approve Minutes with any corrections determined appropIiate. Chairperson Vesely noted a correction to Page 3, Line 4. MOTION by Dixon; SECOND by Vesely to approve the Minutes ofJune 13,2005 as amended. Receipt Of Public Comments And Committee Review Of Initial Study/Mitigated Negative Declaration 05-5 - Seal Beach Shopping Center Renovation (Regency Center Recommendation: Committee elicit public comments and Committee to provide comments regarding Initial Study/Mitigated Negative Declaration 05-5 to assist the Planning Commission and City Council in determining that the IS/MND will reduce identified environmental effects to less than significant Receive and Flle Staff Report. Chairperson Vesely commented that he was impressed with the Staff Report, in particular the section on Cultural Resources. Mr. Whittenberg indicated that grading for the shopping center had been completed during the 1960's when it was initially constructed, and noted that although the loading docks are to be re- done, it appears that they will not be recessed, so he does not anticipate that any major grading will be done. Chairperson Vesely also complimented the construction schedule as presented on Page 20, noting that it is very well done. Mr. Whittenberg then briefly explained the sequence for the construction on this project. VII. Committee Concerns None. VIII. Staff Concerns Mr. Whittenberg indicated that the Hellman Tank Farm Replacement Project has received approval from the California Coastal Commission (CCC) and this project will proceed as soon as Hellman is in compliance with the CCC conditions as listed on the Coastal Permit. He provided a brief explanation of the proposed work on the new tank farm facility, noting that once this is completed, the existing service lines would be connected from the old farm to the new one. He added that the issue is whether to leave the old facility in its present location until the type of wetlands restoration plan is determined, and there has also been some dIScussion of acquiring 100 acres for the wetlands restoration and using a portion of this land for an interpretative area to explain how oil operations were done in the 1920's when this facility first began operation. The Director of Development Services then provided an update on the Heron Pointe Homes, stating that the field work on all of the cultural resource sites has been completed; however, archaeological monitoring is still being done for the areas on the slope that runs behind the police station and the City maintenance yard as part of relocating an access road for the Hellman Ranch oil vehicles. IX. Adjournment There being no objections, Chairperson Vesely adjourned at 5:50 p.m. to the meeting of December 2006.
