October 25, 1999
The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:50 p.m. with Chairman Campbell calling
the meeting to order.
ROLL CALL

APPROVAL OF AGENDA
Boyd moved, second by Doane, to approve the. order of the
agenda as presented.

PUBLIC COMMENTS
Chairman Campbell declared Public Comments open. Mr. Paul
Jeffers, Trailer Park, said he believed there was to have
been discussion of the Trailer Park rents this evening
however understands that was canceled, and inquired as to the

status of that issue. The Executive Director said an op~n~on
from the office of the City Attorney is awaited with regard
to the issues raised relating to the Covenant as it pertains
to the rent issue, and stated that the Park will be notified
in advance of any hearing on that issue. Mr. Doug Korthof,
Seal Beach, said the Trailer Park is a vital mixture of
housing concerns, his hope is that everyone in the City
government is committed to the continued existence of the
Park and its low income mixed residential housing, not let
that be taken away by a rent increase. Chairman Campbell
declared Public Comments to be closed.

WAIVER OF FULL READING
Boyd moved, second by Doane, to waive the reading in full of
all resolutions and that consent to the waiver of reading be
deemed to be given by all Agencymembers after reading of the
title unless specific request is made at that time for the
reading of such resolution.

APPROVAL OF MINUTES
Doane moved, second by Boyd, to approve the minutes of the
regular meeting of August 23, 1999.

AGENCY COMMENTS
Agencymember Yost acknowledged that the Trailer Park is a
special place, the City is committed to keeping it that way
to the best of ability. Chairman Campbell requested an audit
of the Trailer Park, the composition of the low and moderate
units, if possible the amount of rent per space or trailer.
The Director mentioned it depends on how one defines audit,
staff is presently going through the process of reviewing the
rent for each space, checking that qualifications of low and
moderate income persons were verified before the spaces were
rented, also noted that there is another level of audit that
would cost more, that would have a marginal chance of
providing information that would be of more value than the
current process, the last time a rent proposal was made the
Agency determined that the cost and benefits warranted a full
audit, that there needed to be more diligence with a formal
review as opposed to a formal audit, this review anticipated
to be before the Agency before making a decision on a rent
request. As to a time frame for the results of the audit, I
the Director indicated an uncertainty, additional information
is anticipated to be received in the next day or two, as soon
as the legal opinion and the information requested is
received it will be provided the Agencymembers. Chairman
Campbell again stated her request, that the number of low and
moderate units be shown, also noted that there are some
persons who are said to own more than one unit and in that
case questioned if they meet the low to moderate housing
requirements. The Director mentioned that the owner raised
that concern as well.

1999 was canceled.

December 13, 1999
The Redevelopment Agency of the City of Seal Beach met in
regular adjourned session at 6:45 p.m. with Chairman Campbell
calling the meeting to order with the Salute to the Flag.

Agencymember Boyd arrived at approximately 6:56 p.m.

The Chair noted that a motion would be forthcoming to excuse
the absence of Agencymember Yost.
