1999 was canceled.

The Redevelopment Agency of the City of Seal Beach met in
regular adjourned session at 6:45 p.m. with Chairman Campbell
calling the meeting to order with the Salute to the Flag.

The Chair noted that a motion would be forthcoming to excuse
the absence of Agencymember Yost.
APPROVAL OF AGENDA
Doane moved, second by Snow, to approve the order of the
agenda as presented.

PUBLIC COMMENTS
Chairman Campbell declared Public Comments open. In response
to an inquiry of Mr. Gordon Shanks, Surf Place, he was
advised he could speak to the specific agenda item either
under Public Comments or when the item is considered. There
being no further comments, Chairman Campbell declared Public
Comments to be closed.

WAIVER OF FULL READING
Doane moved, second by Snow, to waive the reading in full of
all resolutions and that consent to the waiver of reading
shall be deemed to be given by all Agencymembers after
reading of the title unless specific request is made at that
time for the reading of such resolution.

AGENCY ITEMS
PURCHASE OF TRAILER - HOUSING ASSISTANCE PROGRAM
The Executive Director reported this request is for approval
of the purchase of a used replacement trailer home under the
Low to Moderate Housing Assistance Program. He explained
that the Agency became aware of a health and safety issue in
the Trailer Park, a substandard structure that no longer
provides protection of the family from the elements, this was
initially addressed as a substandard structure with
unpermitted work taking place however it was found that the
residents were very low income status and unable to pay for
remediation of the substandard construction. The Director
pointed out that through the new Housing Assistance Program
loans and grants have been made available for the purpose of
preserving low and moderate income housing, housing that
already exists, and although the Program was not specifically
designed for the purchase of a trailer home it would be
consistent with the overall objective of that Program.
Constraints of the Trailer Park are that the lot sizes vary,
the units are often substandard or barely meet the
requirements of single-wide trailers, that the situation in
this case, posing difficulty to locate a unit that would fit
the space, however one has been located at a cost of $15,000
with some additional expenses to remove the existing unit and
'fit it for utilities, also, the Agency will retain ownership
at fair market value at, such time as the family chooses to no
longer reside there. The Director was confirmed that the
total estimated cost is $28,000 and the office of the City
Attorney will detail an agreement to reflect the staff
report.

Mr. Gordon Shanks, Surf place, stated he had no objection to
this proposal, however inquired as to the total of the low
and moderate housing fund at this time. The Director

responded that the fund is approaching about $1.7 million,
those monies may only be used for the preservation of low to
moderate income housing or the creation of such new housing,
and these monies must be used within a specific time period
to avoid forfeiture. Mr. Shanks said given that amount of
money, the involvement of the Agency in the Park since the
late 1970's, and more recently the implied threats to the
residents under the new ownership, he would suggest that the
Agency use that money to either purchase the Park or help the
residents in some way, his preference would be purchase.
Councilman Boyd arrived at 6:56 p.m.
Ms. Sue Corbin, Seal Beach, suggested that the details of
this item should be known before a vote is taken, is the
identity of the resident of this trailer known, what is the
criteria for doing this.
Expressing appreciation for the comments, Agencymember Snow
moved to authorize the purchase of a used trailer home at a
cost of $15,000, and authorize the additional expenditure to
prepare the trailer for habitation under the terms mentioned.
Agencymember Doane seconded the motion. Agencymember Boyd
stated he would abstain on this item as he was not present
for the entire discussion.
