APPROVAL OF MINUTES Boyd moved, second by Campbell, to approve the minutes of the regular meeting of January 24, 2000. ROLL CALL Present: Chairman Campbell Agencymembers Boyd, Doane, Snow, Yost I Absent: None Also present: Mr. Till, Executive Director Mr. Barrow, City Attorney Ms. Yeo, City Clerk .. 3-27-00 APPROVAL OF AGENDA Boyd moved, second by Doane, to approve the order of the agenda as presented. I AYES: NOES: Boyd, Campbell, Doane, Snow, Yost None Motion carried PUBLIC COMMENTS No public comments were presented. WAIVER OF FULL READING Yost moved, second by Boyd, to waive the reading in full of all resolutions and that consent to the waiver of reading be deemed to be given by all Agencymembers after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Boyd, Campbell, Doane, Snow, Yost None Motion carried .1 STATUS REPORT - AFFORDABLE HOUSING PROGRAM Mr. Adam Eliason, Civic Stone, the firm that assists with administering the housing rehabilitation program for the City, reported that an article was recently placed in the Recreation brochure to inform the community about this program, from that eighteen applications were requested, of those four are moving forward with loan documents and preparation to seek bids, some of the parties were over qualified to participate in the program, several are pending awaiting return of the application or the posing of questions. Mr. Eliason said as of this time there are two completed rehabs, one is an elderly lady who requested replacement of her roof, that accomplished by the offering of a grant which the lady was able to match, and a young family was able to obtain exterior painting of their home as well as bathroom and other interior improvements, that was accomplished through a low interest loan with affordable payments and a grant. Mr. Eliason explained that this report is meant to not only inform the Agency of the status of the program but to also encourage others to make application, noting too that the program has been promoted over the community television station and through individual mailings, one challenge in Seal Beach is locating persons who will qualify financially for this program. To a question of Chairman Campbell, Mr. Eliason offered to provide her with a copy of the program qualifying guidelines. With regard to the status of the Housing Assistance Program for first time home buyers, the Executive Director stated that since the Bixby residential component is now scheduled to move forward and inasmuch as the Agency approved the components of that program more than a year ago where the Agency, through the Affordable Housing Setaside Fund, can provide down payment assistance for first time home buyers to subsidize about ten to twelve down payments for one of the seventy-five Bixby homes, the selection most likely to be by lot, this to be a revolving fund where, upon one of these ten or twelve families moving from these homes, the down payment subsidy would be payable back to the Agency to allow the program to I 3-27-00 / 4-24-00 then become available to future first time home buyers, this also fulfills the obligation of the Housing Element of the General Plan. Mr. Eliason noted considerable interest in this program, as more information becomes available the intent is to do a mailing to those who have expressed interest in the assistance program as well as those who have expressed interest in the project itself, at some point the names of these persons will be provided the builder. I STATUS REPORT - SEAL BEACH TRAILER PARK The Executive Director said there is very little new information to report, just moving forward with the intent to have the purchase transaction occur. As a member of the Council Committee relating to this issue, Chairman Campbell reported that there are three firms under consideration, additional research is being done before final selection. Agencymember Boyd mentioned that the Agency is doing its due diligence, and in that regard inquired if there is a willingness on the part of the current owner to sell the Park. The Executive Director responded that they have indicated a willingness to entertain an offer, the owner is aware that the process is being looked into and they have not indicated that it is wasted effort.
