The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:50 p.m. with Chairman Yost calling the
meeting to order.

Agencymembers Boyd and Larson were present however were not
in the Council Chambers.

APPROV~ OF AGENDA
Doane moved, second by Yost, to hold the Closed Session prior
to the Public Comment period.

By unanimous consent of those present, the order of the
agenda was approved as revised.

CLOSED SESSION
The Assistant City Attorney announced that the Redevelopment
Agency would meet in Closed Session to confer with legal
counsel with regard to existing litigation, Seal Beach
Associates LLC versus the Redevelopment Agency pursuant to
Government Code Section 54956.9(a). By unanimous consent of
those present, the Agency adjourned to Closed Session at 6:51
p.m. and reconvened at 7:02 p.m.
PUBLIC COMMENTS
Chairman Yost declared the Public Comment period open. Mr.
Glen Clark, Cottonwood Lane, directed his comments to the
item of litigation, Seal Beach Associates LLC versus the
Redevelopment Agency of Seal Beach. Mr. Clark mentioned that
mobile home parks are slowly being converted to other uses
throughout the State, trailer parks are one of the few places
left where elderly, low and moderate income people can live
with a sense of decency and with some control over their

destiny, mobile home parks have their own unique style, the
parks are being targeted by monied developers for conversion
to other uses at an alarming rate, the developers come in,
change the rules, raise the rent, and force the people to
leave, yet there are few places for them to go. That is
exactly what is happening in Seal Beach, the developer says
that existing rules, regulations, laws, and in this case the
Covenant are not valid, then seeks legal action. Mr. Clark
offered that the people of the Seal Beach Trailer Park
appreciate that the City Council is more than willing to say
let's not have a developer take over our Trailer Park as
happened in Laguna Beach in recent years, there four hundred
twenty-eight homes were replaced with the development of a
five star hotel on the site and sizeable contribution by the
City of Laguna Beach, the person involved in the Laguna
development was Richard Hall, the same person involved in the
Seal Beach Trailer Park. Mr. Clark again thanked the
Redevelopment Agency for their efforts on behalf of the
Trailer Park residents and offered help from the Park
residents to assist in any way possible. There being no
further comments, Chairman Yost declared Public Comments
closed.

Doane moved, second by Boyd, to approve the minutes of the
Agency meeting of June 26th, 2000.

AGENCY COMMENTS
Chairman Yost offered that the Seal Beach Trailer Park is not
just. low and moderate income housing but a special place to a
lot of special people, and his personal intention is to fight
on behalf of the Park and residents.
CLOSED SESSION REPORT
The Assistant City Attorney reported that the Agency had met
in Closed session to discuss the item identified on the
agenda and that no reportable action was taken.
ADJOURNMENT
It was the order of the Chair, with consent of the Agency, to
adjourn the meeting until August 14th. The meeting was
adjourned by unanimous consent at 7:08 p.m.
