SUBJECT: TEMPORARY ASPHALT ON CONCRETE REPAIRS

SUMMARY OF REQUEST:
The following report is in response to a request by Councilman Miller at the
regular Council meeting of November 9, 2009.
BACKGROUND:
The City of Seal Beach has an annual program to rehabilitate and repair concrete
areas throughout the City. The goal of this annual program is to remove any
potential liabilities, address raised sidewalks due to trees, and keep current with
the American with Disabilities Act. In the fall of 2009, staff completed a survey to
identify areas throughout the City with concrete displacements on the sidewalk,
driveways, access ramps, curb and gutters.
In addition to the Capital Improvements that are constructed annually, the City's
maintenance division repairs uplifted sidewalks that arise throughout the year.
This is typically done by placing an asphalt patch on the low side of any
displacement for the sidewalk. In the past 2 year the City's maintenance division
has repaired approximately 110 such locations throughout the city.
On December 14, 2009 the City Council adopted a Citywide Concrete Inspection
Report detailing the findings of these inspections. This report recommended that
the City budget $200,000 annually for the Concrete Rehabilitation Program and
have these repairs completed on a 6 year schedule.
When inspections were conducted for the report the areas that had been patched
with asphalt were not included into the repair list, as there is not currently any
vertical displacement present. These areas will however be added to the list and
be rehabilitated. Staff estimates that the 110 locations will add less than $50,000
over the 6 years.
