BACKGROUND: The City of Seal Beach's Radio Amateur Civil Emergency Service (RACES) HAM radio operations provide for emergency communications during critical incidents, for example in June of 2008 when the Chino Hills Earthquake struck and Seal Beach lost phone communications for an hour, RACES was activated so the Emergency Operations Center (EOC) did not lose communications with the County of Orange EOC. RACES has been using a borrowed repeater for their emergency communications system for the last few years. A repeater is an electronic device that receives a signal and retransmits it at a higher level and /or higher power, so that the signal can cover longer distances. The Seal Beach RACES program purchased a repeater in 2009 to ensure that proper communications would not fail due to the possible inaccessibility of the current borrowed repeater. In order to comply with FCC requirements a pair of frequencies needed to be established for the use of the repeater. The frequency pair that best works for Seal Beach is shared with the City of Moreno Valley. Because of the slight possibility, however unlikely, of crossover radio traffic an MOU is needed to satisfy FCC requirements. This MOU with the City of Moreno Valley not only places the City in compliance with the FCC but allows the City to move forward with the placement of the Agenda Item R Page 2 repeater in a more ideal location. MOU duration will be for 5 years from date of signature and will be subject to renewal at the conclusion of the five year period. FINANCIAL IMPACT: There is no financial impact. RECOMMENDATION: Staff recommends adoption of Resolution No. 6017 approving the Memorandum Of Understanding between the City of Seal Beach and the City of Moreno Valley and authorize the City Manager to sign the MOU.
