Seal Beach, California January 28, 2002 The Redevelopment Agency of the City of Seal Beach met in regular session at 6:48 p.m. with Chairman Yost calling the meeting to order. I ROLL CALL Present: Chairman Yost Agencymembers Boyd, Doane, Yost Absent: Agencymembers Campbell, Larson Agencymembers Campbell and Larson were present in the Conference Room awaiting the Closed Session. 1-28-02 Also present: Mr. Bahorski, Executive Director Mr. Barrow, City Attorney Ms. Yeo, City Clerk _.1 APPROVAL OF AGENDA The City Attorney noted that staff had requested that the agenda be rearranged to move the Closed Session to the beginning of the meeting, prior to public comments. Doane moved, second by Boyd, to approve the order of the agenda as revised. AYES: NOES: ABSENT: Boyd, Doane, Yost None Campbell, Larson Motion carried The audience was offered the opportunity to speak to the Closed Session item, there were no speakers. CLOSED SESSION The City Attorney announced that the Agency would meet in Closed Session pursuant to Government Code Section 54956.8 to confer with the City's property negotiator relating to 257 Seal Beach Boulevard. The Agency adjourned to Closed Session at 6:51 p.m. and reconvened at 6:55 p.m. with Chairman Yost calling the meeting to order. The City Attorney reported that the Agency discussed the item identified on the agenda, gave direction to the negotiator, no further reportable action was taken. .1 PUBLIC DOCUMENTS There were no comments from the public. HOUSING SET ASIDE EXCESS FUND - STATUS REPORT Boyd moved, second by Larson, to receive and file Housing Set Aside Excess Fund status report. AYES: NOES: ABSENT: Boyd, Campbell, Larson, Yost None Doane Motion carried Agencymember Doane had not as yet returned to the Council Chambers. I LOW/MODERATE INCOME HOUSING OPPORTUNITIES - AUTHORIZATION The Director of Development Services noted that as with the prior report, this item points out that there is an issue with the excess housing set aside funds, to that, staff is requesting permission to work with a number of different firms and agencies that have contacted the City with regard to utilization of those funds between now and June 30th at which time the City could face penalties under the provisions of law. The Director reported that staff has met with a couple of different firms that have expressed interest in working with the City for the use of those funds for low and moderate income housing within the community, primarily looking at facilities that currently exist where there could be some rehabilitation, and then provide those units at affordable rent levels for low and moderate income families. He noted that the income ranges, dependent on the number of persons in the family and income limits, were set forth in the staff report, as an example the moderate income for a family of four is nearly $89,000, therefore in looking at the existing multi-family units within the City it is felt the current occupants could very well qualify under the criteria, 1-28-02 that would put them in a situation of having rehabilitated and upgraded units, having the rent that they now pay possibly reduced where they would then have increased discretionary income, and the City would also realize upgraded housing units. The Director stated again that the request of the Agency is to allow staff to continue to work with providers of those types of projects with the intent of bring forth proposals to the Agency some time in the future. I~ Campbell moved, second by Boyd, to authorize the Executive Director and staff to work with housing providers to address the lack of low and moderate income housing opportunities within Seal Beach. To a question posed by a member of the Agency the Director explained that Civic Stone deals with low interest loans, a totally different program, some revisions to that program will be forthcoming in upcoming months. Agencymember Boyd made reference to the Computation of Low and Moderate Income Housing Funds as shown in the Financial Statement, and asked if the figure of $3,138,557 or $2,138,557 reflects the available funds. The Director responded that the figure is $2,138,557, of that $534,000 needs to be encumbered before July 1Bt.
