Station. Chairman Antos declared the Public Hearing open to review of 2000-
2005 AB 1290 Implementation Plan. The Agency Secretary certified that notice
of the public hearing was advertised as required by law and reported no
communications received for or against this item. Ms. Sue Corbin, Seal Beach,
stated she felt the Redevelopment Agency should be closed, the library roof I
leaks, and she believes grants and loans were given to special people. There
being no other speakers the Public Hearing was declared closed.
Yost moved, second by Levitt, to receive and file the staff report on the required
review of the Adopted 2000-2005 Seal Beach Redevelopment Implementation
Plan.

It was the order of the Chair, with consent of the Agency, to adjoum the meeting
to May 9, 2005, if deemed necessary at 7:00 p.m. - following the regular City
Council meeting. By unanimous consent, the meeting was adjourned at 9:46
p.m.
Mayor Yost reconvened the regular City Council meeting at 9:46 p.m.

session at 11 :03 p.m. with Chairman Antos calling the meeting to order.

Chairman Antos declared the Oral Communications period open. Ms. Sue
Corbin, Seal Beach, stated her concems of the possible violation of the Brown
Act, lateness of the agency meeting, possible violation of the City Charter,
mentioned the tennis center, believes the staff is running wild, that there is
embezzling in the Recreation Department, and the City Attorney should buy a
City business license. There being no further comments, Chairman Antos
declared Oral Communications to be closed.

NUMBER 05-07 - RUnGFT AMENDMENT NO 05-18
The Director of Development Services stated that to comply with AB1290 an
"Implementation Plan" must be prepared and adopted every five years. He said
the plan must contain overall goals and objectives and a 10-year Affordable
Housing Compliance Plan showing linkage between the proposed goals,
objectives, and programs of the Implementation Plan and the elimination of blight.
The proposed consulting firm agreement will supplement existing staff resources
to complete the "Implementation Plan" in accordance with the law. Larson moved,
second by Yost, to adopt Resolution Number 05-06 entitled "A RESOLUTION OF
THE SEAL BEACH REDEVELOPMENT AGENCY AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH ROSENOW SPEVACEK GROUP, INC. FOR
PREPARATION OF THE 5-YEAR IMPLEMENTATION PLAN AND 10-YEAR
AFFORDBLE HOUSING COMPLIANCE PLAN, IN CONFORMANCE WITH THE
PROVISIONS OF THE HEALTH AND SAFETY CODE." and adopt Resolution
Number 05-07 entitled "A RESOLUTION OF THE SEAL BEACH
REDEVELOPMENT AGENCY AUTHORIZING BUDGET AMENDMENT NO. 05-18
FOR PREPARATION OF AB1290 IMPLEMENTATAION PLAN BY ROSENOW
SPEVACEK GROUP, INC." in the amount of $15,750. By unanimous consent, full
reading of Resolution 05-06 and Resolution 05-07 was waived.

The City Manager indicated that the HOUSing and Community Development
(HCD) department granted an extension until July 31, 2005, with the
understanding that all parties will work expeditiously to finish the necessary
documentation to allow the MPROP Loan funding to occur. He recommended
the Agency adjourn to June 13, 2005 to consider any matters, assuming all
documentation will be ready for funding and the transfer from L1NC-CDC to Seal
Beach Affordable Housing Corporation (SBAHC).
