SUBJECT: SUBMISSION OF A FUNDING REQUEST LETTER -
JOINT FORCES TRAINING BASE (JFTB) IN LOS
ALAMITOS
SUMMARY OF REQUEST:
That the City Council: 1) Approve the submission of a funding request letter to
Congresswoman Loretta Sanchez in support of her efforts to obtain funding for
the reconstruction of Runway 4R -22L at the Joint Forces Training Base (JFTB) in
Los Alamitos; and 2) Authorize the Mayor to sign the letter on behalf of the City
Council.
BACKGROUND:
The Joint Forces Training Base Elected Officials Committee is comprised of the
JFTB General and staff, City Council representatives and City Managers from the
cities of Cypress, Los Alamitos, and Seal Beach, and a Board Director and
General Manager from the Rossmoor Community Services District. The mission
of the Committee is to address non - military JFTB issues that may affect
surrounding communities. In that regard, the Committee continues to work with
other public agencies in attempts to gather support for the Committee's efforts to
obtain funding for the rehabilitation of Runway 4R -22L at the JFTB.
The Committee met with the Board of Directors of the Gateway Cities Council of
Governments on May 5 th to request their support and the individual support of
their member cities of Congresswoman Sanchez's funding request. At its
meeting of June 2, 2010, the Gateway Cities Council of Governments
unanimously voted in support of Congresswoman Sanchez's efforts, and
acknowledged that the entire Southern California region benefits immensely from
a fully functioning airfield in northwest Orange County.
In addition to the Gateway Cities Council of Governments, the Huntington Beach
and Signal Hill City Councils have submitted letters to Congresswoman Sanchez

in support of her efforts to obtain funding. Additionally, the County of Los
Angeles and City of Long Beach have made commitments in support of this effort
and will be agendizing for discussion in the very near future.
FINANCIAL IMPACT:
There are no fiscal impacts to the City of Seal Beach associated with the
consideration of this item.
RECOMMENDATION:
That the City Council: 1) Approve the submission of a funding request letter to
Congresswoman Loretta Sanchez in support of her efforts to obtain funding for
the reconstruction of Runway 4R -22L at the Joint Forces Training Base (JFTB) in
Los Alamitos; and 2) Authorize the Mayor to sign the letter on behalf of the City
Council.
