SUBJECT: ADOPTION OF RESOLUTION SUPPORTING JOINT
COUNTY BOUNDARY ADJUSTMENTS BETWEEN THE
CITIES OF SEAL BEACH, LONG BEACH AND LOS
ALAMITOS
SUMMARY OF REQUEST:
Adopt a Resolution No. 6030 supporting a joint request on behalf of the cities of
Seal Beach, Long Beach and Los Alamitos and the counties of Orange and Los
Angeles adjusting boundaries between the jurisdictions.
BACKGROUND:
The Cities of Seal Beach, Long Beach and Los Alamitos have been working
cooperatively over the last few years to adjust the County and City limit lines
along the Los Coyotes flood control channel to better align with service delivery
boundaries and physical barriers. Typically boundary line adjustments are
reviewed and approved by the appropriate county Local Agency Formation
Commission (LAFCO). However, in this case the adjustments cross County lines,
which require direct Board of Supervisors approval.
FACTS AND ANALYSIS:
Under current State law, Government Code Section 23200 et seq, the authority
to adjust county boundaries rests solely with the County Board of Supervisors.
Staff has outlined the basic process below.
Pre - Boundary Change Tasks:
• Agreement of boundary changes by Cities /Counties
• Letter(s) /Resolution(s) of support from Cities (Long Beach, Los Alamitos,
Seal Beach) for boundary line adjustments
• Meet with OC Supervisor John Moorlach, LA County Supervisor Don
Knabe, Orange and LA County LAFCOs

Boundary Process:
1. Initiation of Proposed Boundary Change
The proposed boundary change will be initiated by the Orange County
Board of Supervisors (BOS) (Supervisor John Moorlach). The Supervisor
will recommend and agendize the action for hearing by the OC BOS. Upon
approval, a resolution will be filed with the Los Angeles BOS.
2. Joint County Board of Supervisor Public Hearing
Within 30 days of receipt of resolution, both BOS shall adopt a resolution
setting a hearing of the proposed boundary adjustment. Once scheduled,
the hearings may be held jointly and shall take place not less than 30 days
or more than 60 days from the date of adoption of the resolution setting the
hearing. The conducting BOS (Orange) shall give notice of the hearing to
affected agencies, residents, and other parties as requested at least 15
days before the date of the hearing.
3. After Public Hearing
• Not later than 30 days after the conclusion of the hearing, if the
proposed boundary change has not been abandoned, the BOS of each
affected county shall adopt substantially similar ordinances approving
the proposed boundary change.
OR
• At the conclusion of the hearing, the conduction BOS shall adopt a
resolution abandoning the proposed boundary change if:
(a) In the case of inhabited territory, more than 50 percent of the
resident - voters in the affected territory have filed and not withdrawn
written protests before the conclusion of the hearing; or,
(b) In the case of uninhabited territory, more than 50 percent of the
property owners who own more than 50 percent of the value of the
land and improvements in the affected territory have filed and not
withdrawn written protests before the conclusion of the hearing; or,
(c) In the case of either inhabited or uninhabited territory, the BOS of
either affected county has filed and not withdrawn a written protest
before the conclusion of the hearing.
Affected Area:
Adjusting the boundaries will improve service delivery and enhance public safety.
The boundaries are being adjusted so that the city limits recognize the physical
barriers created by the San Gabriel River Channel and 605 Freeway.
There are 7 separate areas included in the boundary line adjustment between
the three jurisdictions totaling 77.81 acres (Exhibit A). Seal Beach will cede 32.92
acres to Long Beach (Area 1, 4 and 5) and Long Beach will cede 4.88 acres to
Seal Beach (Area 2 and 3). The three areas where Seal Beach is ceding territory
to Long Beach are uninhabited. One of the two areas that Long Beach is ceding

to Seal Beach is occupied by 15 mobile homes in Seal Beach Shores (Area 3),
area 2 is uninhabited. Area 6 and 7 are boundary adjustment between Los
Alamitos and Long Beach.
Staff from the respective cities is working to have each City Council adopt a
similar resolution supporting moving the boundary adjustment forward. This
resolution is the first step in the process. Following adoption of the three
resolutions, staff from the County LAFCO will work with the respective County
Board of Supervisors and the LAFCO Board to conduct the necessary hearings.
FINANCIAL IMPACT:
Because most -of the land is largely vacant there are minimal property tax
implications associated with the boundary adjustment. Therefore the fiscal
impacts are minimal, but at this point staff does not have any revenue figures.
RECOMMENDATION:
Adopt Resolution No. 6030 directing City staff to work with Orange County and
Los Angeles County Board of Supervisors and the Local Agency Formation
Commissions to process the Boundary Adjustment and subsequent boundary
adjustments, supporting the County Boundary Adjustments and requesting the
Board of Supervisors of Orange County to initiate the County Boundary
Adjustments.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
INITIATING A JOINT BOUNDARY ADJUSTMENT PROCESS
BEWTEEN THE CITIES OF SEAL BEACH, LONG BEACH AND
LOS ALAMITOS AND THE COUNTY OF ORANGE AND THE
COUNTY OF LOS ANGELES
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE, FIND, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The three cities of Seal Beach, Long Beach and Los Alamitos
are jointly interested in adjusting city limits to recognize the physical barriers
created by the San Gabriel River channel and the 605 Freeway.
Section 2. Adjusting the City limits to recognize these physical barriers
will allow for better service delivery and improved public safety.
Section 3. The total area affected by the boundary line adjustment is
77.81 acres, including 32.92 acres proposed to be transferred from Seal Beach to
Long Beach, 4.88 acres proposed to be transferred from Long Beach to Seal
Beach, 37.84 acres proposed to be transferred from Long Beach to Los Alamitos,
and 2.17 acres proposed to be transferred from Orange County to the City of Long
Beach (Exhibit A).
Section 4. Adjusting the City limits also requires adjusting the County
boundary of Orange and Los Angeles County.
Section 5. Adjusting County boundaries requires joint action by the Board
of Supervisors for Orange and Los Angeles County.
Section 6. The County Boundary Adjustment will be undertaken
pursuant to Government Code Section 23203. The proposed Adjustment will not
move the County line by more than 5 miles from its original location. The
proposed Adjustment will not reduce the area of any affected county by more
than 5 percent. The proposed Adjustment will not reduce the population of any
affected county by more than 5 percent. The area affected by the Adjustment is
uninhabited territory. There are no conditions attached to the proposed boundary
change.
Section 7. The City Council authorizes staff to work with the Orange and
Los Angeles Local Agency Formation Commissions to process the Boundary Line
Adjustments. The City Council hereby supports the County Boundary Adjustment
and requests that the Board of Supervisors for the Orange County and Los Angeles
County formally initiate the process pursuant to Government Code Section 23200
et seq.
