SUBJECT: DONATION FROM THE "FRIENDS OF THE LIBRARY"
FOR BUILDING IMPROVEMENTS TO THE MARY
WILSON LIBRARY
SUMMARY OF REQUEST:
Accept a donation of $10,325 from the "Friends of the Library" and authorize staff
to proceed with the building improvements.
BACKGROUND:
The Seal Beach Mary Wilson Library is located on the Electric Avenue greenbelt
at 7 th Street. The facility is owned by the City of Seal Beach and operated by
County of Orange. The "Friends of the Library" is a non - profit organization
founded in the late 1970's built of volunteer members who advocate, educate,
and raise funds on behalf of the library and the community. In April 2010 the City
was contacted by the "Friends of the Library" requesting improvements be
constructed to the facility that will better suit the community. The requested
improvements were generated by the patrons and visitors to the library. The
"Friends of the Library" have offered to fund these improvements to the Seal
Beach Mary Wilson Library.
These improvements consist of increasing the lighting in the Senior Center to
have better illumination, purchase a new silent auction board and replace the
existing worn board, and install an automatic sliding door at the north entrance of
the library to create easier accessibility to the building. Although this is a City
owned building, the "Friends of the Library" feel strongly about partnering with the
City to ensure maximum accommodation to the community.
City Staff sought competitive bids and submitted a memorandum to the "Friends
of the Library" on May 25, 2010. In June the Board of Director of the "Friends of
the Library" approved to move forward with construction. Upon receipt of the
donated funds City staff will issue purchase orders and authorize contractors to

begin construction. City staff will manage the improvement project and the
contractors will be responsible for obtaining all proper permits and provide
bonding and insurance as required for all public works construction.
FINANCIAL IMPACT:
There is no financial impact to the General Fund. A donated revenue account
will be created by the Finance Department. The project account number is 001-
000- 30962. "Friends of the Library" will donate all funds to cover the cost the
building improvements. (Budget Amendment No. 11- 01 -02)

Re: Proposals for Mary Wilson Library Improvements
As requested, Public Works staff solicited proposals to perform the following improvements.
Increase Lighting in the Senior Center:
Contractors were given the objective to brighten up the Senior Center by retrofitting the existing lighting
fixtures. Results are as follows:

Recommendation: Overall, all three proposals are promising to perform the work. After reviewing the
proposals, it is recommended that C.R.I Electrical be the most suitable candidate for the task. C.R.I's
proposal has the most merit because it included a separate item to furnish and install a silent auction
board.
Automatic Sliding Door:
Contractors were given the objective to demo existing storefront, furnish a Horton Series 2000 door
package, and install. Also, Horton Series 2000 specifications were provided to both contractors. Horton
Series 2000 is the model used for the existing automatic sliding doors at Mary Wilson Library. Results are
as follows:

Recommendation: Overall, both proposals are very promising to perform the work. After reviewing the
proposals, it is recommended that Action Door Repair be the most suitable candidate for the task.
Action Door Repair has the best price and conducted an on -site visit, which gives them a clear
understanding of the task.

ADA Ramp at the North end entrance of Library:
Contractors were given the objective to install an ADA ramp with handrails. However, the location of the
ramp was not finalized until work began, which the contractors are aware. Results are as follows:

Recommendation: Overall, the two proposals are promising to perform the work. After reviewing the
proposals, Carreon Concrete is the most qualified candidate for the task. This is due to being the low bid.
Also, Carreon met with staff on -site and demonstrated extensive knowledge with ADA compliance.
Silent Auction Board:
Contractors were given the objective to furnish and install a silent auction board. I discussed this task
with several contractors. However, only one contractor was able to provide a proposal. Results are as
follows:

Recommendation: With the limited proposal, it is recommended CRI Electrical perform the work.
In summary, contractors were located through "The 2010 Blue Book ", a building and construction
reference source for the entire construction industry. All the contractors will have insurance, proper
contractor licensure, and City business license to perform the work. The total cost for all improvements
is $27,686.00. Attached are all the proposals.

Terms and Conditions:
All materials are guaranteed to be as specified. All work to be completed in a workmanlike manner and in accordance with standard
practices. Any alteration or deviation from above specifications involving extra costs will be executed only upon written orders and will
become an extra charge over and above the estimate. All agreements are contingent upon strikes, accidents or delays beyond our
control. Action Door Repair must have full and complete access to the openings for the safety of our crews.
Prices are good for 30 days only. Invoices not paid when due are subject to a service charge of 1.5% per month. Order cancellations
shall be subject to a minimum 40% cancellation fee. If non -stock items are in production at the time of cancellation then customer shall
be responsible for 100% of the material and no cancellation will be allowed. If an action is filed to collect the amount(s) due under this
agreement, then Action Door Repair shall be entitled to recover it's reasonable attorneys fees and associated costs of collection. It is
further agreed that the venue for any such action shall be the State of California, County of Los Angeles, City of Huntington Park.
Payment Terms:
2% if paid within 20 days of invoice, Net 30 Days Total. Add 4% if bond is necessary. We respectfully request (0)
retention with a maximum of 5% retention.
