IMPROVEMENT PROJECT IN COLLEGE PARK WEST
CONTRACT AMENDMENT
SUMMARY OF REQUEST:
Authorize the Mayor to sign a joint written request letter to Caltrans regarding
improvements to the SR 22 Studebaker Offramp, and adopt Resolution No. 6034
approving Amendment No. 1 to the Willdan Engineering contract dated
December 8, 2008 for no more than $19,930 for the additional services
authorized by the First Amendment.
BACKGROUND:
For many years, ingress and egress to the College Park West community has
been negatively impacted by traffic using the westbound on /off ramp for SR 22.
This roadway is a multi - jurisdictional freeway off -ramp operated by Caltrans and
located in the City of Long Beach. The City of Seal Beach desires to see
improvements to the intersection at the entrance and exit to College Park West.
This intersection also serves a neighborhood in the City of Long Beach.
The intersection is located at College Park Drive and the SR 22 westbound
Studebaker Road on /off ramp in the City of Long Beach. As residents of Seal
Beach and Long Beach exit from College Park Drive, which terminates at the SR
22 off -ramp, the residents must stop until it is safe to proceed. College Park Drive
and the SR 22 off -ramp is a stop controlled "T" intersection. At various times of
the day, including the morning, noon and evening peak hours, vehicles wait an
inordinate amount of time to exit from these residential areas due to the
continuous stream of vehicles coming on and off the freeway.

On December 8, 2008, the City Council approved an agreement to employ
Willdan Engineering to prepare a traffic study of the intersection and provide
concept drawings to present to Caltrans, Long Beach and OCTA.
Staff has met with Caltrans District 7 (Los Angeles County) and 12 (Orange
County), OCTA and City of Long Beach. All are understanding of the situation
and are supportive of our efforts to make improvements. From Caltrans
direction, the City gathered additional traffic data and provided two concept
designs, one with a roundabout intersection and one signalized with left turn
phasing.
On November 7 t ", 2009, City staff held a community meeting in Edison Park to
review various options for improving the entrance /exit to College Park West. The
community was shown four options and asked to provide input. The current
(final) traffic study was then completed incorporating comments from the
community, Caltrans and City of Long Beach.
On April 12, 2010, the City Council approved resolution #5986 supporting option
1A from the traffic study. This option installs a traffic signal at the intersection of
College Park Drive and the SR 22 Studebaker offramp. It also, widens the ramp
from one lane to two lanes to aid with cars stacking onto the SR 22 freeway.
During the numerous meetings Caltrans and the City of Long Beach have
expressed concern over construction of a traffic signal at the intersection.
Additionally, Caltrans is ready to construct a project to resurface a portion of the
ramp.
The study was then presented to Senator Tom Harman, State Assembly Jim
Silva and Bonnie Lowenthal and US House Representative Dana Rohrabacher to
gain support of the project. The meetings have been successful and each
elected official recognizes the deficiency in the intersection and is in support of
working toward a solution. A meeting is scheduled with Orange County
Supervisor John Moorlach in late July.
On June 16, 2010, staff met with Caltrans District 7 and City of Long Beach.
Caltrans and Long Beach were in full support with Option 2. Option 2 modifies
the intersection of the SR -22 Ramps and College Park Drive to provide an
acceleration lane on the westbound on -ramp for motorists making left turns from
College Park Drive, provide a free -right turn lane from College Park Drive to the
offramp, and provide a left turn lane from the on -ramp onto College Park Drive.
This option drastically improves the intersection and improves all turning
movements. The only movement that is not significantly improved is the left turn
movement coming out of College Park Drive accessing the 22 Freeway
Westbound onramp. The amount of traffic making this movement is relatively
low. In order to improve the said intersection quickly the City of Seal Beach has
an opportunity to partner with the City of Long Beach and Caltrans. Caltrans is
ready to begin bidding of a maintenance project to resurface a portion of the

ramp. During this meeting the City of Seal Beach requested that we become the
lead agency on delivering this project. The City of Long Beach has offered to
take the lead on processing the environmental (CEQA) portion of the project.
Caltrans stated that is would be advantageous to have the Cities submit a written
request with these terms to both Caltrans Districts for Review. Caltrans also
suggested for the City of Seal Beach to start preliminary design which includes a
detailed survey for the entire improvement area.
On June 17, 2010, staff drafted a written request for the Cities of Seal Beach and
Long Beach to Catrans districts 7 and 12, and sent that request over to the City
of Long Beach. The request summarized the items discussed during the meeting
on June 16, 2010 and asked that the Cities be allowed to deliver the project. A
copy of that request is attached to this staff report. Long Beach is currently
reviewing the drafted letter. Staff is requesting that upon concurrence with the
City of Long Beach the Mayor be authorized to sign and submit the letter. Time
is of the essence with submittal of the letter as Caltrans is ready to begin bidding
of the resurfacing project and the Cities would like to capture the funds that
Caltrans will be spending on the project.
Staff has requested Willdan to submit a proposal to survey the area to provide an
accurate cost estimate for option 2 as requested by Caltrans. Based upon the
survey, quantities can be scaled and an engineer's estimate can be produced.
Option 2 after being constructed, will not only significantly improve the
intersection, but not preclude Option 1A from being revisited in the future
Attached to this staff report are a written request to Caltrans from the Mayor of
Seal Beach and a proposal from Willdan to cover said surveying cost.
FINANCIAL IMPACT:
Willdan has submitted a proposal for $19,930 for surveying services provided for
the College Drive Intersection Improvement Project. Funds will be programmed
through account number 001 - 042 - 44000, Engineering Contract Professional
Services. (Budget Amendment No. 11- 01 -02)
RECOMMENDATION:
It is recommended the Council authorize the Mayor to sign a joint written request
letter to Caltrans regarding improvements to the SR 22 Studebaker Offramp, and
adopt Resolution No. 6034 approving Amendment No. 1 to the Willdan
Engineering contract dated December 8, 2008 for no more than $19,930 for the
additional services authorized by the First Amendment.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING THE FIRST AMENDMENT TO THE AGREEMENT
DATED DECEMBER 8, 2008 BETWEEN THE CITY AND
WILLDAN ENGINEERING FOR ENGINEERING SERVICES IN
CONNECTION WITH THE COLLEGE PARK WEST
INTERSECTION IMPROVEMENT PROJECT
The City Council of the City of Seal Beach hereby resolves as follows:
SECTION 1. The City Council hereby approves the First Amendment, dated July
12, 2010, to the Agreement between the City and Willdan
Engineering for engineering services in connection with the College
Park West Intersection Improvement Project. In no event shall the
City pay Willdan more than $19,930 for the additional services
authorized by the First Amendment.
SECTION 2. The Council hereby directs the City Manager to execute the
Amendment on behalf of the City.
SECTION 3. The City Clerk shall certify to the passage and adoption of this
resolution.

THIS FIRST AMENDMENT is made and entered into July 12, 2010, by and between the
City of Seal Beach, a municipal corporation ( "City ") and Willdan Engineering, a
California corporation ( "Consultant ").

A. City and Consultant are parties to an Agreement for engineering services
in connection with the SR -22 /Studebaker Road Feasibility Study, dated December 8,
2008 ( "Agreement ").
B. City and Consultant mutually desire to amend the Agreement to add
additional services to the work performed by Consultant.
NOW, THEREFORE, in consideration of performance by the parties of the
promises, covenants, and conditions herein contained, the parties agree as follows:
FIRST AMENDMENT
1. The Council hereby amends Section 1 (Consultant's Services) by adding a
subsection 1.5 to read as follows:
1.5 Additional Services Subject to the terms and conditions set
forth in the Agreement, City hereby engages Consultant to perform the
additional services ( "Additional Services ") set forth in the "Proposal to
Provide Additional Services" dated June 29, 2010, attached hereto as
Exhibit B, and incorporated by this reference."
2. The Council hereby amends Section 3 (Compensation and Expense
Reimbursement) by amending subsection 3.2 to read as follows:
"3.2. Compensation for Additional Services City shall pay Consultant
for the Additional Services at Consultant's standard hourly rates. In no
event shall the City pay Consultant more than a maximum of $19,930.00
for such Additional Services.

RE: Request for improvements located on Highway 22 ramp
Dear Directors Miles and Quon:
The Cities of Seal Beach and Long Beach request improvements be made to the ramp
exiting the 22 freeway westbound at Studebaker Road. The ramp is currently operating
at a level of service F, and needs improvements constructed for numerous movements.
The ramp is not a simple situation as it is located within the City of Long Beach and
Caltrans District 12. Residents from throughout Southern California exit the 22 Freeway
at the Studebaker Road exit to get to the Cities of Seal Beach and Long Beach.
Additionally, the City of Seal Beach has a residential neighborhood (College Park West)
that has it's only ingress /egress point located within the ramp. This neighborhood has
306 homes, and is bound by the San Gabriel River and the 405S122W ramp connector.
A second access point can not be constructed for this neighborhood.
The City of Seal Beach has requested improvements to this ramp in the past, but has
not come forward with a proposal for a solution. At this time both cities have conducted
numerous meetings regarding the situation and are proposing the solution detailed
within this letter. The City Council's for both cities are in concurrence in supporting the
proposal, and the City's have met and garnered support from Assemblymember's
Bonnie Lowenthal, and Jim Silva, and State Senator Tom Harmon.
On June 16, 2010 staff from both Cities met with staff from Caltrans District 7 to
brainstorm about constructing improvements to the ramp. The Cities made a
presentation documenting the problems with the intersection and made a proposal for
desired improvements to the ramp. Of the options presented, staff from Caltrans agreed
with the Cities that the proposed improvements will increase the safety of the
intersection and continue to allow traffic to exit the freeway at the same level of service.
Caltrans has an overlay project (EA 2P6305) programmed to resurface the ramp. Staff
from all three agencies are in agreement that the ramp overlay project could be
combined with a larger project to address constructing operational improvements to the
ramp. If the overlay project moves forward as programmed all three agencies lose out
on an opportunity to pool resources and construct a project that benefits all of the
residents that use the ramp. Returning to the same location for numerous projects
creates several unfavorable issues. First, many soft costs are duplicated with numerous

projects. Secondly, the perception from the public seeing numerous projects being built
in the same location is never positive. They will ask why the improvements were not
constructed at one time.
Caltrans and the Orange County Transportation Authority are ready to begin
construction of the West County Connectors project. There will be phases during the
construction of this project where the amount of traffic passing through the Studebaker
Road overcrossing will significantly increase. This increased traffic will impact every
motorist accessing the intersection, and in particular make it extremely difficult for the
residents of the College Park West neighborhood to access their homes.
The Cities propose that the City of Seal Beach become the lead agency in designing and
constructing the improvement in question. The City of Seal Beach will lead design and
coordinate approval from both the City of Long Beach and Caltrans. Seal Beach will
acquire the appropriate Caltrans Encroachment Permit. The City of Long Beach will
lead the environmental permitting of the project. The Cities request that Caltrans
contribute $250,000 towards construction of the project. These funds can be justified for
the following reasons:
• Caltrans currently has $150,000 budgeted for overlaying a portion of the ramp.
• Caltrans will save on staff time and resources that would have been expended on
delivery of the project, and
• Project EA 2P6305 is slated to repair portions of the ramp. More of the ramp is
not included in the resurfacing project as a portion of the ramp was resurfaced
with a thin overlay last year. This thin overlay is not a long term solution to the
ramp. The Cities propose to increase the area of repair thusly making the
pavement on the ramp uniform and increasing the amount of life that the
pavement can expect to last.
Additionally, the Cities request that Caltrans take the lead on drafting a cooperative
agreement on delivery of the new project.

Willdan is pleased to submit this proposal to the City of Seal Beach to provide consulting
services to assist the City on Studebaker Road -SR22 Ramps/College Park Drive improvements
within the City of Long Beach.

The intersection is located in the City of Long Beach. The following work items will be
accomplished as part of this proposal:
Proiect Management:
1. Previously attended two project meetings, with the Cities of Seal Beach and Long Beach
and the City of Seal Beach, Long Beach and Caltrans.
2. Additional project meetings have been estimated at three meetings.
Council Preparation:
1. Prepped for April 12, 2010 Council presentation and meeting. Presented study at
Council meeting.
Survey:
1. Topo and cross section roadway from Studebaker Road to SR -22 ramps. Plot Caltrans
RM and establish horizontal and vertical controls..
Preliminary Alignment Plan:
1. Based on the survey information, prepare preliminary plan for the Option 2, Non -
Signalized Intersection. No geotechnical report or drainage report are part of this
proposal. No profiles are being developed at this time. No non - standard design
features are identified with this work.
We propose to perform these services based on hourly rates with a not -to- exceed maximum of
$19,930 based on the following breakdown:
