2. Approval of Response Letter Re: Draft EIR, Second + PCH Project — City of
Long Beach
Recommendation: Authorize approval of letter with any modifications deemed
appropriate; instruct Chairman to sign proposed Response Letter. Receive and
File staff report.
Staff Report
Mr. Olivera stated that in an effort to help mitigate traffic impacts to the City of Seal
Beach from this project, Staff has requested that included in the Draft EIR the City of
Long Beach state that it will implement a "fair share" agreement to help cover costs
for traffic impacts and any intersection improvements within Seal Beach. He then
noted that although the Draft EIR states that there is no mitigation for traffic impacts to
the Studebaker Road and the westbound SR -22 ramp system, the Willdan Traffic
Study commissioned by the City of Seal Beach indicates that there are several
potential mitigation measures that would alleviate the impacts to this intersection.
Staff has also indicated in the response letter that this project is inconsistent with the
City of Long Beach Local Coastal Plan.
MOTION by Navarro; SECOND by Hurley to approve response letter as amended;
instruct Chairperson to sign proposed Response Letter. Receive and File Staff
Report.

Member Navarro commented that an effective way of notifying residents of street
improvements that will be taking place in their neighborhood is to use the autodialer
system for sending recorded public announcements via telephone.
