RESOLUTION NUMBER 03-1 A RESOLUTION OF THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH RECOMMENDING TO THE PLANNING COMMISSION AND CITY COUNCIL THE ADEQUACY OF THE ENVIRONMENTAL IMPACT REPORT, INCLUDING MITIGATION MEASURES, RELATING TO CULTURAL RESOURCE ISSUES (SECTION 5.7) FOR THE BOEING SPECIFIC PLAN PROJECT FINAL EIR THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH DOES HEREBY FIND AND RESOLVE: Section 1. Boeing Realty Corporation has submitted a development application for the Boeing Space and Communications headquarters property with the . development proposals set forth below: a. The proposed mixed-use project consists of commercial/retail, hotel, restaurant and business park uses as submitted by the applicant, Boeing Realty Corporation. The site is approximately 107 acres in size. All or portions of the existing buildings to remain and/or reused. New business park uses would require relocation and/or demolition of existing buildings and facilities. Archaeological AdvisOIY Committee Resolution 03-1 Recommendation to City COltncil re: Adequacy of Boeing Specific Plan Project Final EIR April 23, 2003 (SPR). In addition, the project will require an amendment to the Circulation Element of the General Plan to add the proposed Apollo Drive alignment. Section 2. City Council Resolution 4186, adopted October 26, 1992, creates an "Archaeological Advisory Committee" and charges that committee with the duty to "Review, provide comments on, and propose recommended conditions of approval regarding development applications which require a report by a city-appointed archaeologist regarding a specific development proposals under review by the Planning Commission and City Council". Section 3. Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and ~ 11.C and III of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Draft Enviromnental Impact Report (DElR) which was circulated for public review and comment from December 27, 2002 to February 10, 2003, in compliance with the provisions of the California Environmental Quality Act and the City's Local CEQA Guidelines. The Final ElR has now been completed and is before the Archaeological Advisory Committee for a recommendation as to the adequacy of the document and the proposed mitigation measures relating to "Cultural Resources". . Section 4. The required DEIR and FEIR were prepared by RBF Consulting, and have been submitted to the City. Section 5. The Archaeological Advisory Committee met on April 23, 2003, considered the staff report, the information in the Final ElR, the "Responses to Comments", and the proposed Mitigation Measures prepared by RBF Consulting. Section 6. Based upon its independent review of the above mentioned reports, the Archaeological Advisory Committee hereby recommends that the Planning Commission and City Council consider Section 5.7 (Cultural Resources) adequate in tenns of compliance with CEQA and recommends the Cultural Resource Mitigation Measures, incorporating the modification set forth in Section 7 below, are sufficient to reduce levels of identified environmental impacts to a less than significant level. Section 7. The Archaeological Advisory Committee recommends that Mitigation Measure 5.7-3b, Notification Procedures for New Discoveries, first bullet point, last sentence, be revised to read, "If it is determined by a qualified individual that the find does not constitute a burial, the mechanical excavation shall continue." (Additional language indicated by underlined text) PASSED, APPROVED AND ADOPTED by the Archaeological Advisory Committee of the City of Seal Beach at a meeting thereof held on the 23rd day of April , 2003 by the following vote: .
