RESOLUTION NO. 94-1
A RESOLUTION OF THE ARCHAEOLOGICAL
ADVISORY COMMITTEE OF THE CITY OF
SEAL BEACH, CALIFORNIA, RECOMMENDING
TO THE CITY COUNCIL AMENDMENTS TO
RESOLUTION NO. 4186, TO ESTABLISH A
REGULAR MEETING DATE FOR THE
ARCHAEOLOGICAL ADVISORY COMMITTEE
THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF
SEAL BEACH HEREBY RESOLVES:
WHEREAS,
the Seal Beach City Council has adopted an "Archaeological and
Historical Element" of the General Plan on August 24, 1992; and
WHEREAS,
the "Archaeological and Historical Element" requires a standing
committee designated as the" Archaeological Advisory Committee" to be
appointed by the City Council and such members shall serve without pay
for a term not to exceed one (1) year, unless reappointed; and
WHEREAS,
the City Council created an Archaeological Advisory Committee through
the adoption of Resolution No. 4186, on October 26, 1992; and
WHEREAS,
the Archaeological Advisory Committee has met to consider various
matters, and has discussed the appropriateness of determining a regular
meeting schedule; and
WHEREAS,
the Archaeological Advisory Committee has determined that an
amendment to City Council Resolution No. 4186 to set forth provisions
regarding regular meeting dates of the Committee is appropriate.

NOW, THEREFORE, BE IT RESOLVED, the Archaeological Advisory Committee of
the City of Seal Beach recommends that the City Council consider an amendment to City
Council Resolution No. 4186 to add a new Section 12, to read as follows:
"Section 12. Meetings: Rules of Procedure: Records.
(a) The Committee shall hold regular meetings on the
first Wednesday after the first Monday of each even numbered
month in the City Council Chambers which shall be open to the
public, and may adjourn or re-adjourn any regular meeting to a
date and hour certain which shall be specified in the order of
adjournment; when so adjourned such adjourned meeting shall be
a regular meeting for all purposes. If at any time any regular
meeting falls on a holiday, such regular meeting shall be held on
the next business day.
(b) A majority of the members of the Committee shall
constitute a quorum to do business, but a lesser number may
adjourn from time to time; in the absence of all the members of
the Committee, the secretary may adjourn a meeting to a date and
hour certain.
(c) Special meetings may be called at any time by the
presiding officer of the Committee, or by six members of the
Committee; by written notice delivered personally, or by mail, or
by the secretary to each member of the Committee at least twenty-
four (24) hours before the time specified for the proposed meeting,
provided that a special meeting may also be validly held without
the giving of such written notice if all members shall give their
consent in writing, and such consent is on file in the office of the
Committee's secretary. At any special meeting only such matters
may be acted upon as are referred to in such written notice or
consent.
(d) All resolutions of the Committee shall be signed by the presiding
officer, or in his or her absence, by the presiding officer pro tempore, and
attested by the secretary.
(e) The Committee shall adopt rules and/or administrative
directives for the transaction of business consistent with the City

Charter and subject to approval of the City Council. The secretary
shall keep a record of the Commission's rules/administrative
directives of business, resolutions, transactions, findings, and
determinations, all of which shall be public records. "
PASSED, APPROVED AND ADOPTED by the Archaeological Advisory Committee
of the City of Seal Beach at a meeting thereof held on the 19th day of October
1994, by the following vote:
