RESOLUTION NUMBER 95-2 A RESOLUTION OF THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH RECOMMENDING TO THE PLANNING COMMISSION THE IMPOSITION OF "MITIGATION MEASURES" RELATING TO CULTURAL RESOURCE ISSUES (CHAPTER 4.13) OF THE BIXBY OLD RANCH DEVELOPMENT PLAN FEIR THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH DOES HEREBY FIND AND RESOLVE: Section 1. Bixby Ranch Company has submitted a development application for the Bixby Old Ranch Golf Course and adjoining properties with the development proposals set forth below: . A request to amend the General Plan and change the zoning designation to reconfigure the existing Bixby Old Ranch Golf Course, develop 98 fairway- oriented single family homes, 100-125 multiple-family units for low-moderate income persons, and develop a 13.56 acre parcel at Lampson/Seal Beach Boulevard for a maximum development of: . 180 room Hotel . 30,000 square feet of restaurant space . 30,000 square feet of retail space . 35,500 square feet of office space Section 2. City Council Resolution 4186, adopted October 26, 1992, creates an "Archaeological Advisory Committee" and charges that committee with the duty to "Review, provide comments on, and propose recommended conditions of approval regarding development applications which require a report by a city-appointed archaeologist regarding a specific development proposals under review by the Planning Commission and City Council. Section 3. Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and ~ II.C and III of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Draft Environmental Impact Report (DEIR) which is currently being circulated for public review and comment from D:\WPSl \ARCHCOMM\BlXPC.RES\LW\04-21-9S . . . Bixby Old Ranch Golf Course Development Plan EIR Determination of Adequacy - Archaeological Issues Archaeological Advisory Committee Resolution 95-2 April 19, 1995 November 9, 1994 to December 27, 1994, in compliance with the provisions of the California Environmental Quality Act and the City's Local CEQA Guidelines. The proposed site location has been reviewed by the Archaeological Information Center at UCLA, and recommendations have been made to the City's EIR consultant relating to cultural resources. Section 4. The required DEIR was prepared by EIP Associates, and has been submitted to the City, incorporating the recommendations of the Archaeological Information Center at UCLA into Chapter 4.13. Section 5. The Archaeological Advisory Committee met on December 7, 1994, considered the staff report, the discussion set forth in Chapter 4.13 (Cultural Resources) of the DEIR, the proposed Conditions of Approval and Proposed Mitigation Measures prepared by EIP Associates. The Committee forwarded a "Memorandum" to the Environmental Quality Control Board expressing concerns relative to Chapter 4.13. Section 6. The Archaeological Advisory Committee met on April 19, 1995, considered the staff report, the discussion set forth relative to Chapter 4.13 (Cultural Resources) of the FEIR, the proposed Conditions of Approval and Proposed Mitigation Measures prepared by EIP Associates. Section 7. Based upon it's review of the above mentioned reports, the Archaeological Advisory Committee hereby recommends that the Planning Commission consider imposition of the "Mitigation Measures" as presented in Chapter 4.13 of the FEIR for the Bixby Old Ranch Development Plan, prepared by EIP Associates, dated April, 1995. PASSED, APPROVED AND ADOPTED by the Archaeological Advisory Committee of the City of Seal Beach at a meeting thereof held on the 19th day of April, 1995 by the following vote: AYES: Committee Members Benjamin.
