RESOLUTION NUMBER 96-1 A RESOLUTION OF THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF SEAL BEACH THE APPROVAL OF "A PROPOSED RESEARCH DESIGN AND INVESTIGATION PROGRAM OF ARCHAEOLOGICAL SITES LOCATED ON THE HELLMAN RANCH, CITY OF SEAL BEACH, CALIFORNIA " THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL BEACH DOES HEREBY FIND AND RESOLVE: Section 1. Hellman Properties has submitted a letter to the City regarding a request that a City-selected arc~aeologist review existing information available regarding the Hellman Ranch property, determine a scope of work, time schedule and budget that will identify the action to complete the archaeological work regarding the Hellman Ranch property. Section 2. City Council Resolution 4186, adopted October 26, 1992, creates an "Archaeological Advisory Committee" and charges that committee with the duty to "Review, provide comments on, and propose recommended conditions of approval regarding development applications which require, a report by a city-appointed archaeologist regarding a specific development proposals under review by the Planning Commission and City Council. Section 3. The City Council approved, on October 9, 1995, a reimbursement agreement between Hellman Properties and the City relative to the retaining a City-selected archaeologist to review existing information sources relating to cultural resources on the Hellman property, to determine in advance of the submittal of any development application the proper scope of work, work schedule, and estimated budget for the completion of the cultural resource investigations which would be required by the "Archaeological Element of the General Plan". Section 4. The City Council approved, on March 11, 1996, in accordance with Archaeological Advisory Committee recommendations and City Council direction, an "Agreement for Archaeological Investigation Services", incorporating a "Scope of Work". A portion of the approved "Scope of Work" is the preparation of a "Research Design" document. The Archaeological Advisory Committee established a sub- committee to review the preliminary draft research design, which met on May 20, 1996, and recommended substantial amendments to the research design document. The requested amendments were primarily of an editorial nature, made to improve the flow and clarity of the document. Section 6. The Archaeological Advisory Committee met on June 5, 1996, and determined to forward Staffs memo of May 20 and Mr. Bartlett's memo of June 5 to Dr. Stickel to prepare a strikeout/underline version, and a memo addressing the reasoning for not incorporating any changes which were requested but not determined appropriate. The Committee determined to consider this matter again on June 19 at 5:00 PM. Section 7. Due to the lack of a quorum on June 19, 1996, the Archaeological Advisory Committee met on June 24, 1996, and reviewed the revised document and accompanying memo prepared by the City-selected archaeologist in accordance with the instruction of the Committee. Section 8. Based upon it's review of the above mentioned research design document, the Archaeological Advisory Committee hereby recommends that the City Council approve "A Proposed Research Design and Investigation Program of Archaeological Sites Located on the Hellman Ranch, City of Seal Beach, California", prepared by Environmental Research Archaeologists, dated June, 1996, as revised. In addition, the Committee instructs Staff to forward the accompanying memorandum prepared by the City-selected archaeologist to the City Council for information purposes.
