SUBJECT: CONSIDERATION OF RESOLUTION - SUPPORT OF
THE SAFE, CLEAN, AND RELIABLE DRINKING
WATER SUPPLY ACT OF 2010
SUMMARY OF REQUEST:
That the City Council consider the adoption of Resolution No. 6040, A Resolution
of the City Council of the City of Seal Beach, California, In Support of the Safe,
Clean, and Reliable Drinking Water Supply Act of 2010.
BACKGROUND:
California's water system is outdated and straining to meet the needs of its
families, farms, businesses and environment. Designed 30 years ago to serve
16 million residents, our water system now serves more than 38 million.
Additionally, scientists warn that our water delivery system could not withstand a
major earthquake or flood. An earthquake or flood could destroy Delta levees
and cut off water supplies for 25 million Californians for up to two years. The
Public Policy Institute of California estimated that this type of catastrophic failure
would cost our economy $40 billion dollars.
Therefore, unless action is taken, experts warn that our state will face continued
water shortages, the potential for catastrophic failure of our water delivery
system, and environmental collapse in areas vital to wildlife and drinking water.
The water supply crisis will also continue to harm our state's economy by slowing
job creation, limiting agricultural production, and stalling economic growth.
Immediate investments are needed to repair and upgrade our network of
waterways, levees and other water infrastructure, clean up our sources of
drinking water, increase local supplies, expand conservation efforts, and restore
key ecosystems.

Proposition 18, known as the Safe, Clean, and Reliable Drinking Water Supply
Act of 2010, is a $11.14 billion bond on the November 2010 ballot that is
designed to:
J Provide funding for programs throughout the state to increase water
supply and reliability, address ecological problems in the Delta, add
operational flexibility to the state's water storage and delivery system, and
expand water recycling and conservation.
J Protect taxpayers through strong accountability requirements, including
annual independent audits, strict limits on administrative costs, and a
requirement that bonds be sold slowly over time, as our economy and
state budget improves.
J Create more reliable water supplies by improving the infrastructure that
stores and delivers water.
J Increase local water supplies through funding of local and regional
projects to clean up local water sources and reduce dependence on water
brought in from other regions by funding advanced treatment technologies
to promote water recycling and clean -up projects.
Clean -up drinking water sources by funding emergency actions to clean-
up water supplies in at -risk areas, remediate groundwater contamination
and protect rivers, lakes and streams that supply our drinking water.
J Restore the Delta by fortifying hundreds of miles of levees and restoring
the Delta ecosystem and habitats. The measure will help protect the Delta
and prevent a full -fledge collapse of its infrastructure and natural
environment.
J Protect and restore the environment by providing vitally needed
ecosystem restoration, including reviving threatened fish populations,
investing in conservation and watershed protections and cleaning up of
rivers, lakes, streams, beaches and the coast.
J Enhance conservation by funding local water agency conservation efforts
to reduce water usage and enhance water -use efficiency.
Proposition 18 is supported by a broad coalition of environmentalists, farmers,
business, labor, water agencies, taxpayers, and community groups. To date, the
League of California Cities has indicated that it is not likely that it will take a
position on this ballot measure given that it may be moved to the 2012 ballot.

The City of Seal Beach will specifically benefit from this bond through funding to
enhance local water supply and reliability, to clean up contaminated water
supplies, to improve the physical infrastructure of our water system, and to fund
environmental and species restorations and protections. Given their oversight of
our water operations and related funding, Director of Public. Works and Director
of Administrative Services reviewed this report as well.
FISCAL IMPACT:
There is no financial impact for the adoption of a resolution in support of
Proposition 18, the Safe, Clean and Reliable Drinking Water Supply Act of 2010.
RECOMMENDATION:
That the City Council adopt Resolution No. 6040, A Resolution of the City
Council of the City of Seal Beach, California, In Support of the Safe, Clean and
Reliable Drinking Water Supply Act of 2010.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL IN
SUPPORT OF THE SAFE, CLEAN, AND RELIABLE DRINKING
WATER SUPPLY ACT OF 2010
WHEREAS, California's water system is outdated and straining to meet
the needs of its residents, farms, businesses and environment. Designed 30
years ago to serve 16 million residents, our water system now serves more than
38 million; and
WHEREAS, the challenges facing our water system are significant:
severely limited supplies of water; rivers, lakes, streams, groundwater and other
sources of drinking water threatened with contamination; water infrastructure —
including levees, waterways and pipes — aging and at risk of failure; entire
species of fish and wildlife crashing and our environment is at risk; and the Delta
— which provides water to 25 million Californians, 2.5 million acres of farms,
hundreds of miles of manmade levees that transport fresh water, and hundreds
of species of wildlife — is at risk of catastrophic failure; and
WHEREAS, unless action is taken, experts warn that our state will face
continued water shortages, the potential for catastrophic failure of our water
delivery system, and environmental collapse in areas vital to drinking water and
wildlife. The water supply crisis will also continue to harm our state's economy

WHEREAS, voter approval of this measure will provide funding for

WHEREAS, the City of Seal Beach will specifically benefit from this bond
through funding to enhance local water supply and reliability, to clean up
contaminated water supplies, to improve the physical infrastructure of our water
system, and to fund environmental and species restorations and protections.
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE and
formally supports the Safe, Clean, and Reliable Drinking Water Supply Act of
2010, a proposed constitutional amendment.
BE IT FURTHER RESOLVED THAT THE SEAL BEACH CITY COUNCIL
DOES HEREBY authorize the listing of the Seal Beach City Council in support of
the Safe, Clean, and Reliable Drinking Water Supply Act of 2010 on the Clean,
Reliable Water for California website.
