Crumby P.E., Director of Public Works SUBJECT: POLICE DEPARTMENT AND COUNCIL CHAMBERS RESTROOM RENOVATION PROJECT NO. BG0801 NOTICE OF COMPLETION SUMMARY OF REQUEST: It is requested that the City Council adopt Resolution No. 6043 to formally accept completion of the Police Department and Council Chambers Renovation Project #BG0801 and direct the City Manager to file the "Notice of Completion" with the Orange County Clerk- Recorder within ten (10) days from the date of acceptance and to release retention in the amount of $37,361.28 in 35 days. BACKGROUND: On September 14, 2009, the City Council awarded a construction contract to General Consolidated Constructors in the amount of $648,675 to renovate the Police Department and the Council Chambers Restroom. During construction several change orders were encountered for both the Council Chambers site and Police Department. Change orders included but limited to, findings of mold, corrosion and mildew, rusted and corroded metal studs non compliant code issues, broken sewer lines and leaking freezer. Several seismic and code regulations were also discovered. In the kitchen, unsupported walls were now braced and properly backed to support the new kitchen cabinets. The ceiling and T -Bars were unsupported throughout the building. The project is now complete and to the satisfaction of the City Engineer and recommends formal acceptance of the project. Agenda Item S Page 2 FINANCIAL IMPACT: In the approved 09/10 Budget, $700,000 was approved for Project BG0801 Police Department Building Renovation. On the July 13, 2009 City Council meeting, Council approved a Budget Amendment to add an additional $46,600 to bring the total allocated project budget to.$746,600. On the June 14, 2010 City Council Meeting, Council approved an additional $47,500 of General Funds and $16,670 of Sewer Capital funds totaling to $64,170. This brings the complete project budget to $810,770. Estimated Expenses: Contract Award $648,675.00 Change Orders $98,550.60 Copies & Supplies $3,707.31 Testing & Publication $4,266.25 Inspection $36,380.00 Design and Construction Management $15.331.15 TOTAL $806,910.31 The total cost to the contractor General Consolidated .Constructors is $747,225.60. RECOMMENDATION: It is recommended the City Council adopt Resolution No. 6043 to formally accept completion of the Police Department and Council Chambers Renovation Project #BG0801 and direct the City Manager to file the "Notice of Completion" with the Orange County Clerk- Recorder within ten (10) days from the date of acceptance and to release retention in the amount of $37,361.28 in 35 days. BG0801 WHEREAS, on September 14, 2009 the City of Seal Beach entered into a contract with General Consolidated Constructors ( "contractor"); and WHEREAS, the City Engineer has determined that the work has been substantially completed in accordance with the contract documents. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. That the work required to be performed by said Contractor has been completed. Section 2. That the total cost of amount to be paid to contractor for the work performed is $747,225.60. Section 3. That the work is hereby accepted and approved. Section 4. It is further ordered that a "Notice of Completion" be filed on behalf of the City in the Office of the Orange County Recorder within ten (10) days of the date of this resolution.
