SUBJECT: PLANS AND SPECIFICATIONS FOR EISENHOWER
PARK RESTROOMS REMODEL, PROJECT NO.
PR0901
SUMMARY OF REQUEST:
Approve the plans and specifications for the Eisenhower Park Restrooms
Remodel, Project No. PR0901 and authorize the City Manager to solicit bids for
construction.
BACKGROUND:
The City of Seal Beach has been successful in securing funding for remodeling
the restrooms located at Eisenhower Park directly under the Seal Beach Pier.
The funding has been secured through 2002 Resources Bond Act Roberti -
Z'Berg- Harris Urban Open Space and Recreation Grants (RZH) and Per Capita
Block Grants.
On July 12, 2008, City Council approved an agreement with Basilio Associates,
Inc. to provide the city with architectural plans for the Eisenhower Park
Restrooms Remodel, Project No. PR0901. Basilio has completed their work and
a full bid package is ready to advertise and solicit for bids. The scope of work
consists of remodeling the existing restrooms to include the replacement of
entrance doors and frames, upgrading the ventilation system, and the removal
and replacement of plumbing valves and fixtures and other appurtenances.
The plans and specifications have been completed and approved by the City
Engineer, and staff is ready to solicit bids for construction. The plans and
specifications are available for review in the City Engineer's office.
Under the California Environmental Quality Act section 15302 Class C, this
project is categorically exempt.

FINANCIAL IMPACT:
This project is funded through 2002 Resources Bond Act Block Grants. The City
has $85,554 granted to cover the cost of design, construction and construction
management and there is no City match requirement. City Council approved a
budget amendment on November 9, 2009 to cover the upfront costs for this
project. These funds are sufficient to complete this project.
RECOMMENDATION:
It is recommended City Council approve the plans and specifications for the
Eisenhower Park Restrooms Remodel, Project No. PR0901 and authorize the
City Manager to solicit for bids.
