include the Hellman and DWP properties. In response to
Council, Mr. Ambrose acknowledqed he had discussed the
wideninq of BOlsa, had not talked about openinq Catalina,
and said that the Ports have money and can buy the Hellman
property, but they can not qet involved while Mola has an
option on the property. Mrs. Strohmeier, Seal Beach
Boulevard, said she received a letter that accused her of
sayinq the individual had broken into city Hall and stole
confidential personnel records. Mrs. strohmeier denied the
charqe. She also inquired as to the costs incurred for the
police officers that retire from jOb related stress injuries
after about five years employment. Mayor Grqas noted that
police retirements are qoverned'by state law. There were no
other comments, and Mayor Grqas declared Oral Communications
closed.
ADJOURNMENT
It was the order of the Chair, with consent of the Council,
to adjourn the meetinq until Tuesday, April 3rd at 7:00 p.m.

CITY COUNCIL ITEMS
Councilman Hunt presented an update to his previous report
regarding the proposed Orange County Fire Department user
fees. As background, Councilman Hunt reported the Orange
County Fire Department will realize a $7.5 million shortfall
in their next fiscal year budget, a situation that is
expected to continue until the year 2000, and that the Board
of Supervisors directed that the shortfall be made up
through user fees. He explained that approximately $2.5
million will be realized through fire prevention inspection
permits and to that there is no objection, the remaining $5
is proposed to be made up by charging for paramedic
services, $150 for basic life support calls and $250 for
advanced life support calls. He noted the Board had some
concern with those fees and recommended that a program be
developed to ease the costs for seniors, large groups, and
those unable to pay. Councilman Hunt reported that the
committee that has been working on this issue has developed
a proposed rate plan for subscription to the service,
similar to an insurance policy, at a cost of approximately
$35 per year per residential unit, also a discounted rate
for seniors and large groups, possibly reducing the $35
subscription rate to something between $17 or $19, and that
a subscription fee for businesses is yet to be developed.
He acknowledged he had originally opposed the user fee
approach as being unfair, especially for the cash contract
cities who would be paying a disproportionate share of the
total paramedic service costs, that he also felt the public
would be strongly opposed to such fee, however he has since
learned that the four to six cities in Orange County that
have their own fire department have imposed a paramedic
charge and it has been accepted by the public. Councilman
Hunt stated he has estimated the Fire Department will need
about $275,000 from Seal Beach. He noted that there are
approximately 800,000 residents or 322,000 residential units
in the area that County Fire serves. Mr. Nelson reported
the city Managers of the four cash contract cities are
opposed to the fee being imposed against the city unless
there is an offset of the gross fee the City pays to the
County for those services. Councilman Hunt noted the
billing for County fire services was received this date, and
based upon his estimate of $275,000 for paramedic services
in this community, that would amount tO,approximately $15
per residential unit if a factor is also built in for
businesses. As a point for possible consideration, Mr. Hunt
offered that if the local government were to pay the
$275,000 and the public were asked to pay the collection
costs, which is understood to be a considerable amount,
there could be about $225,000 towards administration and

collection costs, or as an alternative possibly hold an
election locally or within the entire Fire District where
the voters would have the opportunity of placing an
assessment onto the property tax, an amount of approximately
1.6 cents per $100 assessed valuation to raise the $275,000,
and if that were not approved the users would pay for the
services on an individual basis. In response to Council,
the city Manager reported the new bill from the Fire I
Department includes paramedic services without the proposed
levy of fees. As a personal evaluation of the cost of fire
services, Councilman Hunt noted that last year the City paid
about $1.8 million which included paramedic services, the
new bill is increased by approximately twelve percent,
therefore if the paramedic service fee is imposed it would
be his assumption that the county would in turn discount the
cost to the City by an equal percentage. The city Manager
noted a major concern is that the City will pay for the
paramedic service and that the County will in turn levy an
additional fee on the residents or on the city. He
explained that the fire service agreement provides a cap
formula based upon assessed valuation, population, area, and
the number of service calls, which in turn determines the
percentage of cost to the contract agency. In this case, he
offered that the County would levy the fee on the city and
the city would in turn have the option of passing that cost
on to the resident, and it is felt that whether the fee is
covered by a voluntary subscription or on a pay as used
basis, the city should receive a credit. Councilman Laszlo
suggested that possibly the City of Huntington Beach could
provide fire service at a lesser cost. The city Manager
responded that during a previous evaluation of fire
services, Huntington Beach could not under-bid the County. I'
Councilman Hunt concurred that at such time as the costs for
County fire services are discussed further, there should be
an opportunity to consider contracting with another agency,
reestablishing a local fire department, or any other
alternative. The city Manager noted that the city is
obligated by contract to the County for the next fiscal
year. Councilmember Risner requested that a report be
forthcoming outlining the position of the committee that Mr.
Hunt was representative to, the city Manager Association
position, as well as the suggestions of Mr. Hunt. It was
noted that the Board of Supervisors had requested the
recommendations be submitted prior to the next fiscal year.
Councilman Hunt made reference to a letter he received with
regard to the beach cleaning crew. The city Manager advised
that the communication has been referred to staff.
ORAL COMMUNICATIONS
Mayor ProTem Wilson declared Oral Communications open. Mr.
Bruce Stark, asked how visitors to the city would be
handled, would they be included in the city assessment or be
personally obligated for the service fee, and what effect
insurance coverage would have. Councilman Hunt stated he
has not received an absolute answer to the question as yet,
however it was his understanding that if the City paid the I
entire premium the individual would not be billed, yet if .
only a portion of the City subscribed for the service, the
service fee would be directed to the individual, and if
there was a third responsible party, an insurance coverage,
the committee had requested that be invoked in lieu of
billing the individual. Mrs. Mitzi Morton, 13th Street,
asked if a person would be billed for paramedic services in
the case of a fire, where paramedics automatically respond.
Mr. Hunt responded that if their services were not needed
there would be no charge. Mrs. Marilyn Hastings, 12th

Street, said if the city subscribes for the service and an
individual is billed and the collection made, would that
money be returned to the City. Mr. Hunt said it is his
understanding that if a group subscribes, such as the city,
and if someone who resides elsewhere is billed and pays, the
city would in turn receive a credit. He pointed out that
the details of this issue have not been completed. There
being no further comments, Mayor ProTem Wilson declared Oral
Communications closed.
