The city Council of the city of Seal Beach met in regular
adjourned session at 1:00 p.m. with Mayor Wilson calling the
meeting to order.

WAIVER OF FULL READING
Forsythe moved, second by Hastings, to waive the reading in
full of all ordinances and resolutions and that consent to
the waiver of reading shall be deemed to be given by all
Councilmembers after reading of the title unless specific
request is made at that time for the reading of such
ordinance or resolution.

CLOSED SESSION
The Assistant city Attorney announced that the Council would
meet in Closed Session pursuant to provisions of the
Government Code to discuss pending litigation in the case of
Mola Corporation versus the City of Seal Beach, a pending
appeal in the case of the Wetlands Society versus the City
of Seal Beach, threatened litigation, and personnel matters.
It was the consensus of the Council to adjourn to Closed
Session at 1:03 p.m. The city council reconvened at 3:52
p.m. with Mayor Wilson calling the meeting to order. The
Assistant city Attorney reported the Council had discussed
pending litigation is the cases previously announced, and
with regard to discussion of personnel matters the Council
authorized staff to proceed pursuant to specific directions.
Councilmember Hastings moved to appoint Mr. Robert Archibold
as Acting City Manager. Councilman Laszlo seconded the
motion. Brief discussion followed.
The City Attorney noted that the appointment of an Acting
city Manager had not been listed on the agenda therefore
recommended that the agenda be amended to include the item
10-25-90
based on the urgency thereof and the fact that there is no
scheduled meeting prior to the end of october, the departure
date of the current city Manager. No action was taken on
the previous motion.
Hastings moved, second by Laszlo, to amend the agenda for
the reasons stated by the city Attorney.

Archibold as Acting City Manager.

CONSENT CALENDAR - ITEMS "A" thru "c"
Hunt moved, second by Forsythe, to approve the recommended
action for items on the Consent Calendar as presented.
A. Approved regular demands numbered 81228
through 81434 in the amount of $870,421.12
and payroll demands numbered 42606 through
42785 in the amount of $207,831.01 as
approved by the Finance committee, and
authorized warrants to be drawn on the
Treasury for same.
B. Accepted the resignation of Mr. Stephen
Gavlick, District Five representative to
the Environmental Quality Control Board,
and declared the position vacant.

Received and filed the Annual Financial
Statement of the city of Seal Beach for
fiscal year ending June 30, 1990.

INITIATIVE(s) - DISCUSSION
Councilman Laszlo made reference to the Hellman Specific
Plan Initiative currently proposed, stated it had been his
intent to discuss othe~ potential ballot measures, however
requested the discussion be postponed until another time.
No action was taken on this item.
There were no City Council items for discussion at this
time.
ORAL COMMUNICATIONS
Mayor Wilson declared Oral Communications open. Ms. Joyce
Risner, 845 Driftwood Avenue, stated she was one of many
citizens supporting adoption of a plan for the Hellman Ranch
property. Ms. Risner said that in response to comments I
relating to the initiative she wanted to assure that as the
initiative proceeds, it is the intent of the committee to
address the initiative issue only and not personalities or
actions of the City Council past or present. Ms. Risner
read certain portions of the initiative, specifically page
2-4, Planning Area 2/Community Park and made reference to
exhibit 2-4 relating thereto, page 2-7, Planning Area 4/Gum
Grove Park, page 6-2, section 6.4.1, administrative
revisions, and the fourth bullet on page 6-3 relating to new
information, which she said provides some discretion to the
park development process. Mr. Chris Verholtz, initiative

proponent, inquired if the summary and title for the
initiative had been prepared and was available. The
Assistant City Attorney advised that the deadline for the
title and summary is this date, and at such time as it is
finalized it will be submitted to the proponents by the City
Clerk.

At the request of Councilman Laszlo, the Assistant City
Attorney reported the City Council will be considering
proposals from certain consultants to assist in the search
for a City Manager within the next three to four months, and
that the Council will be exploring alternatives to that
process to assist in locating a person to fill that
position. In response to rumors regarding candidates for
City Manager, Councilman Laszlo said it was his intent to
not consider persons who have been former employees or
elected officials of the City. There being no further
comments, Mayor Wilson declared Oral Communications closed.
ADJOURNMENT
It was noted that an adjourned workshop session has been
scheduled for the Redevelopment Agency on October 31st at
10:00 a.m. After brief discussion, Laszlo moved, second by
Forsythe, to adjourn the City Council meeting until
Wednesday, October 31st at 11:15 a.m. for a Closed Session.

adjourned session at 11:16 a.m. with Mayor ProTem Laszlo
calling the meeting to order with the Salute to the Flag.

It was the unanimous consensus of the Council to excuse the
absence of Mayor Wilson from this meeting.
