proponent, inquired if the summary and title for the
initiative had been prepared and was available. The
Assistant City Attorney advised that the deadline for the
title and summary is this date, and at such time as it is
finalized it will be submitted to the proponents by the City
Clerk.

At the request of Councilman Laszlo, the Assistant City
Attorney reported the City Council will be considering
proposals from certain consultants to assist in the search
for a City Manager within the next three to four months, and
that the Council will be exploring alternatives to that
process to assist in locating a person to fill that
position. In response to rumors regarding candidates for
City Manager, Councilman Laszlo said it was his intent to
not consider persons who have been former employees or
elected officials of the City. There being no further
comments, Mayor Wilson declared Oral Communications closed.
ADJOURNMENT
It was noted that an adjourned workshop session has been
scheduled for the Redevelopment Agency on October 31st at
10:00 a.m. After brief discussion, Laszlo moved, second by
Forsythe, to adjourn the City Council meeting until
Wednesday, October 31st at 11:15 a.m. for a Closed Session.

The City Council of the City of Seal Beach met in regular
adjourned session at 11:16 a.m. with Mayor ProTem Laszlo
calling the meeting to order with the Salute to the Flag.

It was the unanimous consensus of the Council to excuse the

WAIVER OF FULL READING
Forsythe moved, second by Hastings, to waive the reading in
full of all ordinances and resolutions and that consent to
the waiver of reading shall be deemed to be given by all
Councilmembers after reading of the title unless specifie
request is made at that time for the reading of such
ordinance or resolution.

CLOSED SESSION
The Assistant City Attorney announced the Council would meet
in Closed Session pursuant to Government Code Section
54956.9 to discuss personnel matters, matters of pending
litigation in the case of the Wetlands Restoration Society
versus City of Seal Beach, Mola Development Corporation
versus city of Seal Beach, and a matter of threatened
litigation pursuant to Section 54956.9(c). The Council
adjourned to Closed Session at 11:18 a.m. and reconvened at
11:55 a.m. with Mayor ProTem Laszlo calling the meeting to
order. The Assistant City Attorney reported the Council had
discussed the items previously announced, that no action was
taken, however direction was provided to staff with regard
to A-102, Surfside, and staff was also directed to prepare a I
Code amendment concerning the manner in which height is
measured in the Surfs ide area.
RESOLUTION NUMBER 3987 - SIGNATURE AUTHORIZATIONS
Resolution Number 3987 was presented to Council entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND
CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK
OF AMERICA, SECURITY PACIFIC NATIONAL BANK, WELLS FARGO BANK
AND FIRST INTERSTATE BANK, AND AUTHORIZING ALTERNATE
SIGNATURES AND RESCINDING RESOLUTION NUMBER 3941." By
unanimous consent, full reading of Resolution Number 3987
was waived. Forsythe moved, second by Hastings, to adopt
Resolution Number 3987 as presented.

Discussion followed regarding an adjourned meeting to
consider the selection of a consulting firm for the city
Manager recruitment. It was determined this item would be
placed on the November 13th agenda.
Councilmember Forsythe excused herself from the meeting at
11:58 a.m.

NOTICE IS HEREBY GIVEN that Edna Wilson as Mayor
and presiding officer of the City Council of the
City of Seal Beach hereby calls and gives notice
of a Special Meeting of the Seal Beach City council
to be held and convened at the hour of 10:00 a.m.,
Monday, November 5, 1990 in City Council Chambers,
211 - 8th street, Seal Beach, California, to
consider adoption of proposed Resolution Number
3988, "A Resolution of the city Council of the
City of Seal Beach Authorizing the Equipment
Lease/Purchase Agreement and Signatories" for the
lease/purchase of various vehicles/equipment
