ADJOURNMENT It was the order of the Chair, with consent of the Council, to adjourn the meeting until November 19th at 7:00 p.m. to consider recruitment of a city Manager. The meeting was adjourned at 1:12 a.m. c_ I C~ Clerk and ex-off C y of Seal Beach Approved: ~ --t. ~~~ Mayor Attest: Seal Beach, California November 19, 1990 The City Council of the city of Seal Beach met in regular adjourned session at 7:00 p.m. with Mayor ProTem Laszlo calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: Mayor ProTem Laszlo Councilmembers Forsythe, Hastings, Hunt Mayor Wilson Absent: Also present: Mr. Archibold, Acting City Manager Mr. Barrow, Assistant city Attorney Mrs. Yeo, City Clerk Hunt moved, second by Forsythe, to excuse the absence of Mayor Wilson from this meeting. AYES: NOES: ABSENT: Forsythe, Hastings, Hunt, Laszlo None Wilson Motion carried It was the consensus of the Council to move the Closed Session forward on the agenda. CLOSED SESSION The Assistant City Attorney announced the Council would meet in Closed Session to discuss personnel matters pursuant to provisions of the Government Code. By unanimous consent, the Council adjourned to Closed Session at 7:01 p.m. and reconvened at 7:17 p.m. with Mayor ProTem Laszlo calling the meeting to order. The Assistant City Attorney reported the Council had met in Closed Session to discuss a personnel matter and pending litigation in the case of Mola Development versus City of Seal Beach, and that no action had been taken. I 11-19-90 I RECRUITMENT - CITY MANAGER The Acting city Manager provided a memorandum to the Council setting forth certain procedures with regard to a City Manager recruitment, the planning process, use of research firms, etc. Councilman Hunt offered possible options for Council consideration in developing a program for the selection of a city Manager as follows: 1) retain a recruiting firm quickly and consider no other options; 2) retain a recruiting firm and leave other options open; 3) do nothing for an indefinite period of time or until some date certain determined by Council; 4) do a local/in-house search, including department heads, past department heads, past City Managers, other local'candidates or applicants; 5) solicit applicants from local communities; 6) use League of California Cities assistance to find a short term to retirement (1-5 years) candidate; 7) place ad in professional periodicals; 8) set up an evaluation program for the Acting city Manager as candidate for City Manager job; and 9) any combination of the above. Mayor ProTem Laszlo stated he had contacted Western City Magazine and was informed a one-sixth page ad would cost $570, that the space would need to be reserved by December 7th and the ad submitted by December 10th for the January publication, that he also contacted Dr. Daniel Barber of California state University at Long Beach Graduate Center for Public policy and Administration, the Center having the capability to conduct an executive search similar to that of private consulting firms, which could include developing an advertisement to be placed in various professional publications, receive and review applications, conduct preliminary reference checks, etc., the cost of which may be considerably less than the private consultant firms. Mayor ProTem Laszlo said the Center has provided such service to other cities, that he felt the Center would work with the Council in an expeditious manner. He suggested that members of the Council could contact Dr. Barber if desired, that the Doctor had offered meet COllectively or with small groups of Councilmembers, and stated he believed that a formal proposal could be submitted to the Council for consideration at the next meeting. Discussion followed and Council indicated their desire to consider the services of the Graduate Center, possibly in conjunction with the other alternatives suggested. The Council discussed each of options offered by Councilman Hunt and determined that: 1) option #1 be eliminated; 2) option #2 be eliminated; 3) option #3 be eliminated; 4) option #4 be amended to read "do a local/in-house search", deleting "... (present department heads, past department heads, past City Managers)..."; 5) option #5 be retained; 6) option #6 be eliminated; 7) option #7 be amended to include a Western city ad placed by the City, leaving other advertising alternatives open; 8) option #8 be eliminated; 9) option #9 be eliminated; and 10) a proposal from the CSULB Graduate Center for Public policy and Administration be considered. I I The Assistant city Attorney offered that applicants from nearby cities could be solicited through the advertising process. The Council indicated support for placing an ad in Western City Magazine however suggested that other options be left open to possibly be accomplished in conjunction with other resources such as the Graduate Center. with regard to consideration of the Acting City Manager, the Council indicated their desire that the recruitment process be commenced and that Mr. Archibold be invited to participate in that process, and that evaluation of his performance can 11-19-90 be accomplished between now and the application deadline. Mr. Charles Antos, 328 - 17th street, suggested that before an ad is prepared the Council first determine what qualities and qualifications are felt to be desirable for the City Manager position, that the Council take advantage of the Jobs Available publication, that the city could solicit I applications to be held in confidence and forwarded to the Mayor, that an additional option could be to utilize a profession firm for the initial application screening and if desired, the process could be concluded at any point. Mr. Galen Ambrose agreed with the comments of Mr. Antos as well as the options provided by Councilman Hunt, spoke for retaining Mr. Archibold as the Acting City Manager while the Council develops criteria for the city Manager position, during which time there would be an opportunity to evaluate Mr. Archibold. Councilman Hunt moved that a one-sixth page ad, or smaller if deemed adequate, be placed in the Western City Magazine at a cost not to exceed $760, and that Councilmember Forsythe and the Acting City Manager prepare the advertisement. Mayor ProTem Laszlo seconded the motion. Councilmember Forsythe agreed to accept that task. AYES: NOES: ABSENT: Forsythe, Hastings, Hunt, Laszlo None Wilson Motion carried Councilman Hunt moved to invite submittal of a proposal for recruitment of a city Manager from California state University at Long Beach, Graduate Center for Public Policy and Administration, to be consider at the next meeting, the proposal to be acted upon at a subsequent meeting. Mayor ProTem Laszlo seconded the motion. I AYES: NOES: ABSENT: Forsythe, Hastings, Hunt, Laszlo None Wilson Motion carried Councilman Hunt moved that the Council will accept applications from any other qualified persons interested in submitting resumes or qualifications to the Mayor. Councilmember Hastings suggested that applications be directed to the City Clerk. Councilman Hunt agreed, and Councilmember Hastings seconded the motion. AYES: NOES: ABSENT Forsythe, Hastings, Hunt, Laszlo None Wilson Motion carried CLOSED SESSION No additional Closed Session was held. Mr. Ambrose recommended that once the criteria for the position of city Manager is developed, that Mr. Archibold be I evaluated pursuant to those qualifications, which could save time, money, and allow him special consideration. Mr. Ambrose expressed objection to members of City boards and commissions being subjected to abuse where, as a member of the Hellman Specific Plan Committee, he had such experience at their last meeting.
