SUBJECT: NOTICE OF COMPLETION FOR TRAFFIC SIGNAL
UPGRADES PROJECT NO. ST1008 -A
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6060 to formally accept
completion of the Traffic Signal Upgrades Project No. ST1008 -A, direct the City
Clerk to file a "Notice of Completion" with the Orange County Clerk- Recorder
within ten (10) days from the date of acceptance, release retention in the amount
of $1,741.50 in 35 days, and authorize a purchase order to Republic Intelligent
Transportation Services, Inc. for $6,250.
BACKGROUND:
The original Traffic Improvement Master Plan Project No. ST1008 consisted of
signal, signing, and striping improvements citywide. Staff divided the project into
two separate projects; one is Traffic Signal Upgrades, Project No ST1008 -A and
the other is Striping and Signage Improvements, Project No ST1008 -B. Staff
believes that by dividing the project into two smaller projects, the City will receive
cost savings. There are aspects of each project which require different licenses.
Smaller companies will now be able to bid on the individual project separate from
the other whereas before, only general license contractor would be able to bid on
• the project.
On April 12, 2010, City Council awarded a contract to Republic Intelligent
Transportation Services, Inc. in the amount of $17,415 for the Traffic Signal
Upgrades Project No. ST1008 -A.
The project consists of upgrading 8 -inch signal heads with new 12 -inch signal
heads. These traffic improvements on arterials and local roads will increase
visibility, improve reaction time, and conform to the latest California Manual on
Uniform Traffic Control Devices standards.

The project is now complete with the satisfaction of the City Engineer.
FINANCIAL IMPACT:
In the 2009/10 Budget, $50,000 was allocated for the Traffic Improvement Master
Plan Project No. ST1008. Dividing the project into two separate projects, $25,000
was budgeted for Traffic Signal Upgrades Project No. ST1008 -A. The final
construction cost totaled $17,415 and inspection costs were $85. The total cost
for construction and inspection is $17,500.
The remaining $7,500 will be used as match money for an awarded OCTA
Measure M grant. The City was awarded $33,750 from Orange County
Transportation Authority for upgrading two traffic signal controllers on Lampson
Avenue. The total construction cost for the two controllers at Lampson Avenue &
Candleberry Avenue and Lampson Avenue & Heather Street is $40,000. The
total cost for construction $40,000 minus the OCTA grant $33,750 remains a
shortfall of $6,250. The remaining $7,500 will fund the difference in construction
and the inspection cost for the improvements.
RECOMMENDATION:
It is recommended the City Council adopt Resolution No. 6060 to formally accept

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR TRAFFIC SIGNAL UPGRADES PROJECT
NO. ST1008 -A
WHEREAS, on April 12, 2010 the City of Seal Beach entered into a contract with
Republic Intelligent Transportation Services, Inc. and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. That the work required to be performed by said Contractor has
been completed.
Section 2. That the total cost of said is $17,415.
Section 3. That the work is hereby accepted and approved.
Section 4. It is further ordered that a "Notice of Completion" be filed on behalf
of the City in the Office of the Orange County Recorder within ten
(10) days of the date of this resolution.
Section 5. Authorize a purchase order to Republic Intelligent Transportation
Services, Inc. for $6,250.
