Crumby, P.E., Director of Public Works SUBJECT: PLANS AND SPECIFICATIONS FOR 2010 ANNUAL SLURRY SEAL PROJECT No. ST1006 SUMMARY OF REQUEST: The City Council is asked to approve the plans and specifications for the 2010 Annual Slurry Seal Project No. ST1006 and authorize the solicitation for bids. BACKGROUND: Slurry seals extend the effective life of asphalt concrete pavements by placing a protective seal over existing pavement surface that are just beginning to show signs of wear. For budget purposes, the City is divided into seven phases that provide a planning and programming mechanism to optimize the budget. The table below shows a history of the slurry sealing program and where the program is scheduled to be in the next 7 years are as follows: Slurry Seal History Last Maint. The contractor does not have to mobilize his equipment from one area to the next. Also, this system reduces the inconvenience to residents. Each neighborhood is inconvenienced once every 7 years. As identified in the Pavement Management Program report, this project will slurry seal phase number one in Hill /Cove. See attached map. The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the City Engineer's office. The proposed locations have been verified to have no sewer, water or storm drain improvements in the near future. Under the California Environmental Quality Act section 15301 Class 1 subsection (c), this project is categorically exempt. FINANCIAL IMPACT: The budget for this project is from the 09/10 fiscal year. The funds are carrying over from previous fiscal year. Finance Department will bring forth a carrying over summary later this calendar year. In the approved 2009/10 Budget, State Gas Tax funds are budgeted for 2010 Annual Slurry Seal Project No. ST1006, in the amount of $150,000. The engineer's estimate for construction is $140,000.00 and $10,000 for inspection totaling $150,000. RECOMMENDATION: It is recommended City Council approve the plans and specifications for the construction of the 2010 Annual Slurry Seal Project No. ST1006 and authorize the solicitation for bids.
