Director of Public Works SUBJECT: APPROVE PLANS AND SPECIFICATION FOR SEAL BEACH BOULEVARD REALIGNMENT FROM ST. CLOUD TO OLD RANCH PARKWAY PROJECT NO. 49750 SUMMARY OF REQUEST: To approve plans and specifications for the Seal Beach Boulevard street realignment project from St. Could to Old Ranch Parkway, Project No. 49750. BACKGROUND: At the July 13, 2009 City Council Meeting, Council approved a design contract with Kimley -Horn and Associates to prepare plans and specifications to realign Seal Beach Boulevard from St. Cloud to Old Ranch Parkway. The project will align the existing Seal Beach Boulevard with the future improvements of the West County Connector Project. West County Connector Project (WCCP) The WCCP will improve the 1 -405 freeway between the 22 freeway and the 1 -605 freeway. The improvements will add a High Occupancy Vehicle lanes connector between all three freeways. In creating these lanes, three bridges will need to be shifted, lengthened and widened. The three bridges are Valley View Street over the 1-405, 7 Street over the 22 Freeway and Seal Beach Boulevard over the 1- 405. The Seal Beach Boulevard bridge will be lengthened and widened to accommodate three through lanes in each direction. The bridge currently has only two lanes in each direction. The new bridge will be longer in distance than the existing bridge. This increased length and width triggers modifications to Seal Beach Boulevard on each side of the bridge. Seal Beach Boulevard from St. Cloud to Old Ranch Parkway In additional to aligning Seal Beach Boulevard with the new bridge, this project will eliminate the southbound bottleneck between St. Cloud and Old Ranch Parkway. The final construction will have three lanes in each direction matching with the WCCP to have a continuous traffic flow and minimize delays. This will Agenda Item R Page 2 not remove or touch any eucalyptus trees. The landscaped medians will be modified and six palm trees will be relocated to accommodate the new alignment. See attached plans. WCCP Project Status Currently the Valley View Street Bridge is under construction and in October of 2010 the bridge is scheduled to be under construction for approximately 20 months. Concurrently, the 7` Street Bridge is anticipated to start in late 2010 and will be completed in late 2011. After the completion of the 7 Street Bridge the Seal Beach Boulevard Bridge will be reconstructed and will take approximately two years. See attached schedule. Plans and specifications are accepted by the City Engineer and are available for review in the Public Works Department. A City Council action was brought forward on August 09, 2010. This action awarded a design contract for the section of Seal Beach Boulevard that lies south of the bridge over the 405 freeway. A Measure M grant (Intersection Improvement Program) has been secured to fund this construction. Typically construction of these improvements would follow behind the West County Connectors project. This grant program however expires and has a deadline for award in the Spring of 2011. The city has been denied an extension request and is in a "use it or lose it" situation. Construction is anticipated to begin late this year. FINANCIAL IMPACT: The budget for this project is from the 09/10 fiscal year. The funds are carrying over from previous fiscal year. Finance Department will bring forth a carrying over summary later this calendar year. In the 09/10 Budget $2.5 million has been allocated for the Seal Beach Boulevard Widening Project No. 49750. At the August 10, 2009 City Council meeting, Council adopted Resolution No. 5905 to enter into a Cooperative Agreement No.0 -9 -0631 with OCTA for the Seal Beach Boulevard Bridge Widening as part of the WCC Project for $1,869,017. The City has paid OCTA the $1,869,017. On September 14, 2009 City Council meeting, Council awarded a design contract with Kimley -Horn and Associates to widen Seal Beach Boulevard from Old Ranch Parkway to St. Cloud for $158,184. On August 9, 2010 City Council meeting, Council awarded a design contract with RBF to widen Seal Beach Boulevard at North Gate road to match the southern portion of the WCCP for $189,506. Page 3 In combining the expense OCTA Cooperative Agreement No.0 -9 -0631 of $1,869,017, Kimely -Horn design contract of $158,184 and RBF design contract of $189,506, it totals to $2,216,707. The difference between the budget of $2,500,000 and total expenses of $2,216,707 leaves a balance of $283,293. A breakdown of the project revenue and expenditures is as follows and shown graphically in attachment "A ". Construction $800,000 Total $9,662,690 The City was awarded a grant through OCTA's Combined Transportation Fund Program Intersection Improvement Program for $1,258,510 with a required City match of 32% or $592,240. This realignment project is estimated at approximately $850,000 for construction. EVIRONMENTAL IMPACT This project meets the California Environmental Quality Act Categorical Exemption section 15301 (C). RECOMMENDATION: It is recommended City Council approve plans and specifications for the Seal Beach Boulevard Widening from St. Cloud to Old Ranch Parkway and authorize staff to solicit bids.
