HomeMy WebLinkAboutCC Min 1988-05-17 5-17-88 Seal Beach, California May 17, 1988 The City Council of the City of Seal Beach met in regular adjourned session at 7:03 p.m. with Mayor Wilson calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Mayor Wilson Councilmembers Clift, Grgas, Hunt, Risner Absent: None I Also present: Mr. Nelson, City Manager Mr. Stepanicich, City Attorney Chief Stearns, Police Department Chief Dorsey, Lifeguard Department Mrs. Yeo, City Clerk WAIVER OF FULL READING Risner moved, second by Hunt, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: NOES: Clift, Grgas, Hunt, Risner, Wilson None Motion carried OATHS OF OFFICE The City Attorney administered the Oath of Office to Joanne Yeo, elected to the position of City Clerk for the full term of four years. I The City Clerk administered the Oath of Office to Edna Wilson, elected as a member of the City Council representing Councilmanic District Two, and to Frank Laszlo, elected as a member of the City Council representing Councilmanic District Four, for the full terms of four years. Mayor Wilson presented a City plaque to Councilman Clift in appreciation for his service to the community as a member of the City Council from 1984 to this date. Councilman Clift relinquished his Council seat to newly elected Councilman Frank Laszlo. COUNCIL REORGANIZATION Selection of Mavor Mayor Wilson nominated Mr. Hunt as Mayor and moved that nominations be closed. Councilmember Risner seconded the motion. , AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried Mr. Joe Hunt was unanimously declared Mayor of the City of Seal Beach for 1988/89. I Mayor Hunt presented Mrs. Wilson with a plaque in recognition and appreciation of her service to the community as Mayor for the year 1987/88. Selection of Mavor ProTem Councilmember Wilson nominated Mrs. Risner as Mayor ProTem and moved that nominations be closed. Councilman Grgas seconded the motion. 5-17-88 AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried I Mrs. Joyce Risner was unanimously declared Mayor ProTem of the City of Seal Beach for 1988/89. RESOLUTION NUMBER 3786 - SIGNATURE AUTHORIZATIONS Resolution Number 3786 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, SECURITY PACIFIC NATIONAL BANK, CROCKER BANK AND FIRST INTERSTATE BANK, AND AUTHORIZING ALTERNATE SIGNATURES, AND RESCINDING RESOLUTION NUMBER 3695." By unanimous consent, full reading of Resolution Number 3786 was waived. Risner moved, second by Grgas, to adopt Resolution Number 3786 as amended to reflect the name of Joe Hunt as Mayor of the City of Seal Beach. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried I CITY COUNCIL ITEMS Councilman Laszlo conveyed appreciation on behalf of the residents of College Park East to Frank Clift and his wife, Smitty, for the representation and service to the community during the past four years. After discussion, the Council agreed to reschedule the May 19th budget workshOp for Thursday, June 2nd at 5:00 p.m. Mayor Hunt noted that it is often said that there is something special and unique about Seal Beach, stating he felt in large that is attributed to the people of Seal Beach, and that Frank Clift, carrying forward his high personal standards throughout his four years of service on the City Council, has made the community even more special and unique. ORAL COMMUNICATIONS There were no Oral Communications. CLOSED SESSION No Closed Session was held.
