Director of Public Works /City Engineer SUBJECT: AWARD BID FOR ANNUAL PAVING REHABILITATION PHASE 2 FY 05/06 PROJECT NO. 50174 SUMMARY OF REQUESTS: The proposed action will award a construction contract for the Annual Paving Rehabilitation Phase 2 FY 05/06, Project No. 50174 to the lowest responsible bidder, Sequel Contractors. Inc. in the amount of $917.329.50 and authorize the City Manager to execute the agreement. BACKGROUND: As part of the FY 04 -05 budget process, City Council approved the 2004 Pavement Management System. The system was also approved by the Orange County Transportation Authority (OCTA) as part of Measure M funding eligibility. On December 12, 2005, City Council approved and authorized staff to initiate the bidding process for the FY 2004 -05 Annual Paving Rehabilitation Phase 2 Project No. 50174. The work in Old Town consists of removing existing curbs and portions of the parkway and replacing with new curb & gutter and sod along the parkway area. The process also includes grinding the edges of the pavement, placing a leveling course, application of a rubberized chip seal, and then placing a layer of rubberized asphalt. Curb & gutter in the Hill requiring replacement will also be reconstructed. As approved by City Council, sidewalk repairs are excluded from the scope of work for this project. The awarded Annual Rehabilitation FY 05/06 Project No. 50174 includes the following streets: OLD TOWN LEISURE WORLD Marine Ave (Dolphin Ave to Electric Beverly Manor Dr (Seal Beach Blvd to Ave) 800') Dolphin Ave (Ocean Ave to Electric THE HILL Ave) Balboa Dr (Bolsa Ave to Catalina Ave) 5 Street (Ocean Ave to Marina Dr) Bayside Dr (Crestview Ave to Bolsa Ave) 10 Street (Ocean Ave to Electric Ave) Catalina Ave (Balboa Dr to end) AGENDA ITEM G. These local streets were next on the priority- ranking list in the Pavement Management System (PMS) as approved and adopted by City Council on June 14, 2004. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. Six bids were received and opened by the City Clerk on Tuesday, February 28, 2006 as listed below: # COMPANY NAME BID AMOUNT 1 Sequel Contractors, Inc $ 917,329.50 2 All American Asphalt $ 990,553.50 3 Alliance Streetworks, Inc. $1,017,106.00 4 Hardy & Harper, Inc. $1,040,940.75 5 Excel Paving Co. $1,075,149.50 6 Ruiz Engineering Co. $1,139,375.30 During the preparation of the next two -year program of service and submittal which is to be done in June 2006, staff will present to Council for approval the next update to the pavement management system which will determine next year's local paving projects as well as the overall priority ranking list. Staff will hire a specialty pavement management firm to evaluate the condition of the streets. These updates are done every two years since the condition of the streets and funding levels are not static. Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Upon the successful execution of the contract documents, the project is estimated to start in early May and completed in July. FISCAL IMPACT: Funds in the amount of $3.16 million have been budgeted for the FY 2004/2005, and FY 2005/2006 Annual Paving Rehabilitation Programs from General Fund, Gas Tax, and Measure M Turnback Funds. A total of $1.81 million have been spent on the FY 2004/2005 and FY 2005/2006 (Phase I) Annual Paving Rehabilitation Projects. Remaining funds of approximately $1.17 million are available for this project, which include design, construction, and inspection. RECOMMENDATION: It is recommended that the City Council award a construction contract for the Annual Paving Rehabilitation Phase 2 FY 05/06, Project No. 50174 to the lowest responsible bidder, Sequel Contractors, Inc. in the amount of $917,329.50 and authorize the City Manager to execute the agreement. The City Council hereby approves the contract between the City of Seal Beach and Sequel Contractors for the Annual Paving Rehabilitation Phase 2 FY05 /06, Project #50174. SECTION 2. The Council hereby directs the City Manager to execute the contract for the Annual Paving Rehabilitation Phase 2 FY05 /06, Project #50174.
