Director of Public Works /City Engineer SUBJECT: REJECT BIDS FOR PHASE 3 SEAL BEACH BOULEVARD TRAFFIC SIGNAL INTERCONNECT PROJECT No. 50198 SUMMARY OF REQUESTS: The proposed City Council action will reject bids for the Phase 3 Seal Beach Boulevard Traffic Signal Interconnect Project No.50198 and authorize staff to re- evaluate the project for future bidding. BACKGROUND: As part of OCTA's Measure M, Signal Improvement Program and GMA No. 2, the City secured funding through OCTA for Traffic Signal Improvements on Seal Beach Blvd. Funding from this program can only be used for this project. This project is the third phase of upgrading and coordination of traffic signals along Seal Beach Boulevard, and lies between Bradbury Road and Lampson Avenue. Traffic signal coordination is a method of timing groups of traffic signals along an arterial roadway that provide motorists smooth movement with minimal stops. The first phase of traffic signal upgrades and coordination along Seal Beach Boulevard has been completed, with the installation of new traffic controllers and cabinets. The second phase involved linking the traffic signals south of the 1 -405 Interchange. This linking will enable centralized control, coordination, and networking via a state -of -the -art computer equipment and programs. This phase of the project will be similar in scope to the second phase improvements, except the fiber optic lines would be placed north of the I -405 interchange. A future phase will connect both sides of the 405 freeway. Plans and specifications were completed by the City's on -call transportation consultant W.G. Zimmerman Engineering, Inc. Five bids were received and opened by the City Clerk on Thursday, January 26, 2005 as listed below: 1 Inspection Engineering Construction $ 213,050.00 2 Dynaelectric $ 298,932.01 3 Traffic Loops Crackfilling, Inc. $ 299,000.00 4 Steiny and Company, Inc. $ 332,667.00 5 Moore Electrical Contracting, Inc. $ 336,021.00 Agenda Item /1 Staff has reviewed the submitted bid documents and recommends that Council authorize Staff to reject all bids based on budgetary constraints. Staff will also reevaluate the project for another bid date. FISCAL IMPACT: There is no General Fund Impact since funds under the OCTA Measure M program are available. However, the current construction contract and inspection costs will exceed the allocated funds from the Measure M Program.
