Bahorski, City Manager FROM: Dennis Miura, Interim Director of Administrative Services/Treasurer SUBJECT: Approve Renewal Agreement for Professional Services with MuniFinancial to provide Administration Services for Various Special Districts. Summary of Request: Staff requests City Council approve the renewal agreement to provide Special District Administration Services for the Street Lighting District No. 1, the Community Facilities District No. 2002 -02 (Seal Beach Boulevard/Lampson Avenue Landscape Maintenance) and the Surfside Colony Reassessment District for fiscal years 2006/2007 through 2008/2009 and adopt Resolution 5,./O approving the renewal agreement. Background: Since the creation of these special districts, MuniFinancial has served as the administrator. Approval of this renewal agreement will provide continuity in the administration of these special districts. As described in Exhibit A of the Agreement for Professional Services, MuniFinancial will provide the following services: Surfside Colony Reassessment District No. 2000 -1: • Determine the amount of assessments to collect for each fiscal year, calculate the annual assessment for each parcel within the District and place the assessment on the County Assessor Roll. • Update and track bond fund balances and provide the City with the Fund Activity and Balance Report. • Complete the annual filing requirements as prescribed by Revenue and Taxation Code Section 163. • Agenda G MuniFinancial Contract renewal Page 2 of 3 Community Facilities District No. 2002 -02 (Seal Beach Boulevard/Lampson Avenue Landscape Maintenance): • Maintain and periodically update an electronic database containing parcel basis data and annual Special Tax levy amounts by Assessor's Parcel Number. • Annually calculate and apportion the Special Taxes as specified in the Rate and Method of Apportionment. • Prepare annual resolutions that establish the budget for each fiscal year and application of the Special Tax to be submitted to the County and provide Special Tax levies for each parcel by Assessor's Parcel Number in a form required by the Assessor for placement on the annual tax roll. • Monitor delinquencies and submit periodic reports to the City. MuniFinancial may at the discretion of the City provide collection services for delinquent tax bills. • Prepare numerous annual reports as required by the California Debt and Investment Advisory Board (CDIAC) and the California Government Code. Street Lighting District No. 1 • Review parcel information from the County Assessor to determine parcel changes and associated parcel factors, calculate the assessment for each parcel by using the existing Method of Assessment and calculate the high and low assessments by land use for each zone. • • Prepare the engineer's report and prepare and submit the annual assessment roll in a manner acceptable to the County Assessor. MuniFinancial will be available to provide information to affected property owners, the City and County staff and all other interested parties. MuniFinancial will also be available to attend City Council Meetings and respond to property owner questions at public hearings as requested. Fiscal Impact: MuniFinancial proposes a lump sum fee of $18,700 for each fiscal year payable monthly based on a percentage completion basis as the work progresses as per Exhibit B. MuniFinancial proposes to leave the annual fee constant during the duration of this • Id MuniFinancial Contract renewal Page 3 of 3 contract. The fees do not impact the General Fund because they are assessed to each parcel. Bahorski y Manager RESOLUTION NUMBER 09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING A RENEWAL AGREEMENT WITH MUNIFINANCIAL TO PROVIDE ADMINISTRATION SERVICES FOR VARIOUS SPECIAL DISTRICTS The City Council of the City of Seal Beach hereby resolves as follows: SECTION 1. The City Council hereby approves a renewal agreement with MuniFinancial to provide administration services for the Surfside Colony Reassessment District No. 2000 -1, Community Facilities District No. 2002 -02 (Seal Beach Boulevard/Lampson Avenue Landscape Maintenance) and the Street Lighting District No. 1 for fiscal years 2006/2007 through 2008/2009. SECTION 2. The Council hereby directs the City Manager to execute the Amendment on behalf of the City. SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution.
