Bahorski, City Manager SUBJECT: CONSIDERATION OF APPROVING RESOLUTIONS FIXING THE EMPLOYER'S CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT FOR THE SEAL BEACH POLICE OFFICERS ASSOCIATION AND THE SEAL BEACH POLICE MANAGEMENT ASSOCIATION SUMMARY OF REQUEST: The purpose of this report is to request Council consideration to approve resolutions fixing the employer's contribution under the Public Employees' Medical and Hospital Care Act. These resolutions are required by Ca1PERS by December of each year to set employer's contribution rate for the following coverage year. BACKGROUND: On August 1, 1988, the City Council of the City of Seal Beach adopted Resolution Number 3798, electing to be subject to the Public Employees' Medical and Hospital Care Act only with respect to the Seal Beach Police Officers Association and the Seal Beach Police Management Association, fixing the employer's contribution for employees and the employer's contribution for annuitants at different amounts. Government Code Section 22825.6 provides that a local agency contracting under the Public Employees' Medical and Hospital Act shall fix the amount of the employer's contribution at an amount not less than the amount required under Section 22825 of the Act. These resolutions are required by Ca1PERS to set the employer's contribution rate for 2006. FINANCIAL IMPACT: There is no change in fiscal impact for active police personnel. The fiscal impact for annuitants is expected to be five percent or $4,200.00 for 2006. NOW, THEREFORE, BE IT RESOLVED that effective January 1, 2006, the employer's contribution for each employee shall be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of his/her family members in a health benefits plan up to the maximum of $429 for an employee enrolled for self alone, $637 per month for an employee enrolled for self and one dependent, and $789 per month for an employee enrolled for self and two or more dependents, and BE IT FURTHER RESOLVED that effective January 1, 2006, the employer's contribution for each police annuitant shall be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of his/her family members in a health benefits plan up to a maximum of $217.75 per month for an employee enrolled for self alone, $349.20 per month for an employee enrolled for self and one dependent, and $436.80 per month for an employee enrolled for self and two or more dependents.
