SUBJECT: AWARD BID FOR SEWER PUMP STATION 35 PHASE 1
UPGRADE, PROJECT NO. 49886 •
SUMMARY OF REQUEST:
The proposed action will adopt Resolution No. and award a construction contract
for Sewer Pump Station 35, Phase I Upgrades, Project No. 49886 to the lowest
responsible bidder, Cora Constructors in the amount of $534,800, and authorize the City
Manager to execute the agreement.
BACKGROUND:
Sewer Pump Station 35 is located in the southeast corner of Old Town near the corner of
Electric Avenue and Seal Beach Boulevard. It is a large wet/dry well station which
receives all of the sewage flows generated in the Naval Weapons Station, Old Town,
Marina Hill and Bridgeport areas. These flows are delivered to an Orange County
Sanitation District's (OCSD) pump station located at Seal Beach Boulevard and
Westminster Avenue via a 16 -inch force main that lies in Seal Beach Boulevard. The
OCSD sewer pump station, then sends the flows on to their treatment plant, for treatment
and disposal.
The pump station was constructed in 1973 as part of a comprehensive program that
eliminated the City's treatment facility. This station is in need of refurbishment. The
existing pumps were installed approximately 8 years ago and show signs of premature
wear. Their power consumption is less efficient than some of the newer pumps available.
On average, this station pumps 1.2 million gallons per day with a peak flow of
approximately 2,800 gallons per minute.
The 1999 Sewer Master Plan defines Sewer Pump Station 35 as the most important
facility in the City's Sewer System, and as such, it must be kept in top condition. On July
11, 2005 the City Council approved plans and specifications and authorized staff to
initiate the bidding process.

One (1) bid was received and opened by the City Clerk on Thursday, November 3, 2005
as listed below:
1 Cora Constructors, Inc. $534,800.00
Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract documents. Fourteen qualified contractors purchased
contract plans and specifications, and although only one bid was received, the bid is
within seven percent of the engineer's estimated construction cost. Cora Constructors
has satisfactorily completed similar projects for other municipalities in the past.
FISCAL IMPACT:
Funds are available within the City's Sewer Capital Fund. These funds are derived from
the previous Sewer Bond proceeds and the sewer connection fees. The estimated total
cost of the project including design, construction and inspection is $700,000.
RECOMMENDATION:
Staff recommends that the City Council adopt resolution rj 50 and award a
construction contract for Sewer Pump Station 35, Phase I Upgrades, Project No. 49886 to
the lowest responsible bidder, Cora Constructors in the amount of $534,800, and
authorize the City Manager to execute the agreement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH AWARDING THE BID FOR THE SEWER PUMP STATION 35
PHASE 1 UPGRADE, PROJECT NO. 49886
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council hereby approves the contract between the City of Seal
Beach and Cora Constructors Inc. for the Sewer Pump Station 35 Phase 1
Upgrade, Project No. 49886.
SECTION 2. The Council hereby directs the City Manager to execute the contract for the
Sewer Pump Station 35 Phase 1 Upgrade, Project No. 49886, to Cora
Constructors Inc.
PASSED, APPROVED AND ADDOPTED by the City Council of the City of Seal Beach at
a meeting thereof held on the day of 2005 by the following
