SUBJECT: AWARD OF CONSTRUCTION CONTRACT FOR THE
CITY'S NAVY WATER BOOSTER STATION AND
RESERVOIR IMPROVEMENTS, PROJECT NO. 50154,
50155, 50156 AND 50167
SUMMARY OF REQUEST:
The proposed action will adopt Resolution No. and award a construction
contract for the City's Navy Water Booster Station and Reservoir Improvements, Project
No. 50154, 50155, 50156, and 50167 to the lowest responsible bidder, Cora Constructors
in the amount of $1,337,750, and authorize the City Manager to execute the agreement.
BACKGROUND:
The proposed projects will make various repairs, improvements, and upgrades to the
Navy Booster Station and Water Reservoir, which was built in 1963. These projects were
identified as being the highest priority in the June 2003 Water Master Plan, based upon
their impact on the system and cost of implementation. The proposed project is a
combination of four smaller projects consisting of the Navy Reservoir Repairs (CIP No.
50154), Water System Telemetry /SCADA (CIP No. 50155), Navy Booster Pump Station
Upgrades (CIP No. 50156), and the Navy Reservoir Corrosion Protection (CIP No.
50167). A detailed description of the projects is available in the Council approved 2003
Water Master Plan.
The City's consultant, AKM Consulting Engineers, has completed the plans and
specifications which were approved by City Council on June 13, 2005.
Three (3) bids were received and opened by the City Clerk on Thursday, November 8,
2005 as listed below:
1 Cora Constructors, Inc. $1,337,750.00
2 Southwest Engineering $1,999,500.00
3 Minako America Corporation $2,398,000.00

Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract requirements.
FISCAL IMPACT:
Funds are currently available in fiscal year 2005/06 from the Water Capital fund within
the City's approved 5 -year Capital Improvement Program budget to construct these
improvements.
RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. r 0 I , and award a
construction contract for the City's Navy Water Booster Station and Reservoir
Improvements, Project No. 50154, 50155, 50156, and 50167 to the lowest responsible
bidder, Cora Constructors in the amount of $1,337,750.00, and authorize the City
Manager to execute the agreement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH AWARDING THE BID FOR THE NAVY BOOSTER STATION,
PROJECT NO. 50154, 50155, 50156, 50167
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council hereby approves the contract between the City of Seal
Beach and Cora Constructors Inc. for the Navy Booster Station, Project No.
50154, 50155, 50156 & 50167.
SECTION 2. The Council hereby directs the City Manager to execute the contract for the
Navy Booster Station, Project No. 50154, 50155, 50156 & 50167, to Cora
Constructors Inc
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal Beach at a
meeting thereof held on the day of 2005 by the following
