Bahorski, City Manage FROM: Tim Olson, Police Sergeant Bob Mullins, Police Sergeant SUBJECT: City of Seal Beach Response to the Rossmoor Planning Committee to Provide Police Service to the Community of Rossmoor. SUMMARY OF REQUEST: Members of the Rossmoor Planning Committee requested that the City of Seal Beach estimate the cost of providing City of Seal Beach Police Service for the Community of Rossmoor. Staff is requesting approval of a response letter to the Rossmoor Community. BACKGROUND: The Orange County Local Agency Formation Commission (LAFCO) conducted a Police Service Comparison Survey between the cities of Seal Beach, Los Alamitos and the unincorporated Orange County communities of Rossmoor and Sunset Beach. The cities of Seal Beach and Los Alamitos have Police service provided by their own Police Departments. Rossmoor and Sunset Beach receive Police service from the Orange County Sheriffs Department and the California Highway Patrol. The Rossmoor Community Service District made an inquiry to the City of Seal Beach to determine the cost of Police Services if it were provided by the City of Seal Beach to the Rossmoor area. If the City of Seal Beach were to provide Police services in the Community of Rossmoor the following assumptions should be made: • The service provided to Rossmoor would be the same as that provided to the City of Seal Beach. • Providing Police service to Rossmoor will not impact the current level of Police service provided to the City of Seal Beach and the cost of providing Police service in Rossmoor will not create a financial burden to the City of Seal Beach. AGENDA ITEM Rossmoor is an unincorporated County island, approximately 1.54 square mile area in Orange County. There are over 3,400 homes with a population of 10,298. Built in 1957 as tract housing, many of the original Rossmoor houses are being replaced with custom -built homes. There are four elementary schools and two neighborhood parks, each over one acre in size. Rossmoor also has a small commercial area including a bar, liquor store, restaurants and a few businesses. The City of Seal Beach provides police service to a population of 24,157. Adding 10,298 Rossmoor residents would increase the population receiving police service from the City of Seal Beach by approximately 42 %. Currently, the City of Seal Be provides 1 Police Patrol Officer for every 974 residents. To provide this same level of service to Rossmoor the Seal Beach Police Department would require an additional 11 Patrol Officers (1- Sergeant, 2- Corporals, 8- Officers) and one Detective position for a total of 12 sworn officers. A Community Safety Officer would be needed to enforce parking regulations, including street sweeper violations in Rossmoor. A non -sworn records clerk would also be necessary to process the increase in police reports, citations, field interview cards etc. Administrative overhead costs are included in the cost estimates as Seal Beach city staff would manage payroll, health benefits, retirements, personnel investigations etc. The Police dispatch center providing emergency communication for the City of Seal Beach is West -Comm. West -Comm is structured as a Joint Powers Authority between the cities of Seal Beach, Los Alamitos and Cypress. Rossmoor would account for an approximate 4.2% increase in calls for the service based on LAFCO information. This would result in an approximate $29,000 increase in the City of Seal Beach's shared costs. It should be noted that the 2,947 calls reported in the LAFCO study for Rossmoor is low compared to the 8,958 to the City of Los Alamitos and the 26,399 to the City of Seal Beach. Equipment to provide police service would include the cost of equipping 12 sworn Police Officers, two Community Service Officers and two fully equipped patrol cars, one unmarked detective vehicle and one parking enforcement vehicle. If Seal Beach were to provide police services to Rossmoor the length of the contract would need to be significant. The City of Seal Beach Police Department would be expanding its number of Sworn Officers by 40 %. A contract of at least 10 years would be needed due to the commitment the City of Seal Beach would be making in hiring new personnel. The above staffing levels and costs are estimates. If the Rossmoor Community Service District was to contract with the City of Seal Beach for Police Service a comprehensive study must be completed. FISCAL IMPACT: First year start up costs for uniforms, fleet, and arsenal total approximately $176,500. The estimated cost for the City of Seal Beach to provide Police service to Rossmoor is approximately $2,840,849 for the first year and $2,664,349 annually thereafter. See attached budget estimates. There should be no cost incurred by the City of Seal Beach to provide police service to Rossmoor unless shared costs are agreed upon for service that is mutually beneficial to each community. RECOMMENDATION: It is recommended that should the Rossmoor Community Service District wish to contract with the City of Seal Beach to provide Police service that the Rossmoor Community Service District hire a consultant to determine the type of police service the community desires and the total costs if police service is provided by the City of Seal Beach. Staff further requests that Council approve the attached letter to be sent to the Rossmoor Planning Committee. The Orange County Local Agency Formation Commission (LAFCO) conducted a Police Service Comparison Survey between the City's of Seal Beach, Los Alamitos and the unincorporated Orange County communities of Rossmoor and Sunset Beach. The Cities of Seal Beach and Los Alamitos have Police service provided by their own Police Departments. As you know, Rossmoor receives Police service from the Orange County Sheriffs Department and the California Highway Patrol. The City of Seal Beach provides police service to a population of 24,157. Adding 10,298 Rossmoor residents would increase the population receiving police service from the City of Seal Beach by approximately 42 %. This staffing level provides 24/7 police service, affording officer availability for calls for service, directed patrol, and community policing efforts. A non -sworn records clerk would be needed to process the increase in police reports, citations, field interview cards etc. A full time Community Safety Officer would be provided to enforce parking violations, including street sweeper violations in Rossmoor. The Police dispatch center providing emergency communication for the City of Seal Beach is the West Cities Communications Center (West -Comm) based in Seal Beach. West -Comm is structured as a joint powers authority between the cities of Seal Beach, Los Alamitos and Cypress. Rossmoor would account for an approximate 4.2% increase in calls for the service based on LAFCO information. This would result in an approximately $29,000 increase to the City of Seal Beach's shared costs. Equipment to provide police service would include the cost of equipping 12 sworn Police Officers, 2 Community Service Officers and 2 fully equipped patrol cars, one unmarked detective vehicle and one parking enforcement vehicle.
