Bahorski, City Manager FROM: Mark Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: ADOPT RESOLUTION NUMBER AND AWARD BID FOR CONSTRUCTION OF PHYSICAL SECURITY (FENCING) FOR THE POLICE DEPARTMENT SUMMARY OF REQUEST: The proposed City Council action will adopt resolution number allocating $95,000 in funds from The North Orange County Urban Area Security Initiative (UASI) projects, to construct physical security (fencing) for the Police Department, award a construction contract for the construction of said fencing to the lowest responsible bidder, Lakeland Fence Corporation, in the amount of $85,011.79, and authorize the City Manager to execute the agreement. BACKGROUND: The City Manager and the Police Chief signed the Urban Area Security Initiative (UASI) Grant Agreement to obtain funding for projects to enhance Homeland Security. The UASI requires a collaborative approach to emergency preparedness. These federal funds are available for the acquisition of equipment and reimbursement of training costs to meet the goals of the Orange County Operational Area Strategy. This funding is provided on a reimbursement basis through a subgrant from Anaheim, the North Orange County UASI Core City. The City of Seal Beach has had an unfunded need to secure the Police Department Parking Lot Building with fencing. UASI funding, in the amount of $95,000 has been awarded to the City for physical security improvements for the Police Department and Public Works Yard. The work includes the construction of 375 feet of 8 foot tall wrought iron fencing and 217 feet of 4 foot tall wrought iron fencing with three gates. Price does not include openers, detector loops, gates, markups, or sales tax. Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Staff contacted the references provided by the contractor and determined that the contractor has satisfactorily completed similar projects for organizations in the area. Upon the successful execution of the contract documents, the project is estimated to start in November and be completed in February of 2006. FISCAL IMPACT: Reimbursable Grant funds in the amount of $95,000 are available for construction and contingencies for this project through the Urban Area Security Initiative with no matching requirement. RECOMMENDATION: It is recommended that the City Council adopt resolution number allocating $95,000 in funds from the North Orange County Urban Area Security Initiative (UASI) projects, to construct physical security (fencing) for the Police Department, award a construction contract for said fencing to the lowest responsible bidder, Lakeland Fence Corporation in the amount of $85,011.79, and authorize the City Manager to execute this agreement. Bahorski, Director of Public Works /City Engineer i/ ity Manager Attachment: Resolution awarding a contract for Police Department Fencing Fence Installation Contract Agenda Item _ RESOLUTION NUMBER 5381 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING GRANTS FROM THE CITY OF ANAHEIM UNDER THE URBAN AREAS SECURITY INITIATIVE WHEREAS, the federal Homelands Security Appropriations Act provides funding to address the needs of high risk urban areas through planning, equipment, training, and exercises through the Urban Area Security Initiative ( "UASI "); and WHEREAS, the City of Seal Beach ( "City ") is located in the North Orange County Urban Area, and is eligible to receive financial assistance in the form of funds and /or equipment through UASI sub grants from the City of Anaheim, the UASI core agency for the North Orange County Urban Area; and WHEREAS, the City must enter into agreements with the City of Anaheim to facilitate the transfer of UASI grant funds; and WHEREAS, the City wishes to enter into such agreements with the City of Anaheim THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Manager or Police Chief are hereby authorized to execute for and on behalf of the City of Seal Beach, a public entity established under the laws of the State of California, any actions necessary to obtain federal financial assistance under the Urban Areas Security Initiative or UASI Grant Program, provided that such action • does not obligate the City of Seal Beach to provide matching funds or additional personnel. SECTION 2. The City Clerk shall certify as to the adoption of this Resolution. SECTION 3. The City Council hereby approves the contract between the City of Seal Beach and Lakeland Fence Corporation for the Police Department Fencing Project. SECTION 4. The Council hereby directs the City Manager to award a contract for the Police Department Fencing Project, to Lakeland Fence Corporation.
