Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: SEWER SYSTEM MANAGEMENT PLAN - RECEIVE AND FILE SUMMARY OF REQUEST: Receive and file the Sewer System Management Plan and authorize the Public Works Department to submit the plan to the California Regional Water Quality Control Board (RWQCB). BACKGROUND: The Public Works Department operates and maintains the sewer system providing service to approximately 5,000 properties. The system contains approximately 32 miles of pipe varying from 6 to 24- inches in diameter, 730 manholes and 7 sewer pump stations. As part of the sewer system operation Regional Water Quality Control Board requires that the City prepare and operate a Sewer System Management Plan. In April 2002, the Regional Water Quality Control Board (RWQCB), Santa Ana Region, issued Order No. R8- 2002 -0014, General Waste Discharge Requirements (WDR) for all Sewage Collection Agencies in Orange County within the Santa Ana Region. This order places requirements on all wastewater agencies in an attempt to stem the rising trend of beach closures and impacts of ocean water quality that sewage spills and leaks can cause. These are called Sanitary Sewer System Overflows (SSO). If these discharges of sewage from any sewage spill or SSO are not fully contained and cleaned up, and there is a discharge of sewage to surface waters of the State, or the SSO causes a nuisance, it is a violation of this order, Sections 13260 and 13376 of the California Water Code, and Section 301 of the Clean Water Act. RWQCB can impose penalties for failure to follow the requirements of this order. The Order prohibits the discharge of untreated sewage to any surface water stream, natural or man made, or to any drainage system intended to convey storm water runoff to surface water streams. The Order includes numerous provisions, including: • Properly fund, manage, operate, and maintain all parts of the collection system • Limit fats, oils, greases, and other debris that may cause blockages in the sewage collection system, and prepare a Grease Control Program by December 30, 2004 Agenda Item JL , • Provide adequate capacity to convey base flows and peak flows, including wet weather flows, and document it in a System Evaluation and Capacity Assurance Plan by July 30, 2005 • Identify and prioritize structural deficiencies in the entire system, with short term and long term rehabilitation actions, and document it in a Sewer System Rehabilitation Plan by September 30, 2005 • Prepare a Sewer System Management Plan (SSMP) to address all requirements of the Order by September 30, 2005 The Regional Board enacted Order No. R8- 2002 -0014 under the authority of the Porter - Cologne Water Quality Control Act ( "Porter- Cologne Act") which appears at Water Code sections 13020 et. seq. The Porter - Cologne Act authorizes administrative enforcement remedies, including monetary civil penalties, against any agency that violates an order issued pursuant to the Act. Failing to submit an SSMP or submitting an SSMP that fails to demonstrate that the agency is adequately funding, managing, operating and maintaining its system, as the Order requires, is a violation of the Order. The Regional Board can administratively issue cease and desist orders and /or impose fines up to $10,000 per day for each day of violation or petition the Superior Court to impose up to $25,000 per day for each day of violation. [Water Code section 13385] Additionally, since the Order states that the Regional Board will consider the adequacy of the SSMP in any enforcement action (Provision 12 at Page 8), an inadequate SSMP, including inadequate financing, can subject an agency to more severe monetary civil penalties for sewer spills. The Porter - Cologne Act empowers the Regional Board to seek fines of up to $25 per gallon of sewage not cleaned up [Water Code section 13385] and issue abatement orders which carry up to $15,000 per day fines for non - compliance. [Water Code section 13350]. Further, federal law empowers the Regional Board to seek up to $32,500 in penalties for each spill which violates the Clean Water Act. [33 U.S.C. §1319] An inadequate SSMP could be grounds for the Regional Board seeking the upper limit of allowable penalties in any one of these enforcement actions. In addition, third parties may bring civil lawsuits against agencies for sewer spills. FISCAL IMPACT: The compliance with the Regional Board Order and the SSMP update has been budgeted under the existing Sewer Operations Fund as previously approved by City Council. Failure to submit to the RWQCB could result in a substantial fine. RECOMMENDATION: Receive and file the Sewer System Management Plan and authorize the Public Works Department to submit the plan to the California Regional Water Quality Control Board (RWQCB). Date Director of Public Works /City Engineer CITY OF SEAL BEACH 1 Sewer System Management Plan R:RptstSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) i SECTION 1 INTRODUCTION Provision 11 of Order No. R8- 2002 -0014, General Waste Discharge Requirements for Sewage Collection Agencies in Orange County within the Santa Ana Region (Order) sets the requirement for the preparation of a Sewer System Management Plan: 11. The discharger shall develop and implement a written plan, a Sewer System Management Plan (SSMP), for compliance with these Waste Discharge Requirements, and make it available to any member of the public upon request in writing. The essential elements of the SSMP are detailed in Provision 12 of the Order. Provision 12 states that "The Regional Board will consider the quality of the SSMP, its implementation and effectiveness in any relevant enforcement action, including, but not limited to, any enforcement action for violation of the Clean Water Act, the Basin Plan prohibition, or these waste discharge requirements." This submittal is the City of Seal Beach's Sewer System Management Plan, and addresses each element listed in the Order. Attached to this submittal is the City of Seal Beach Sewer Master Plan Update dated August, 2005. Section 6 Pump Stations, and Section. 7 Collection System Condition Assessment, along Section 8 Capital Improvement Plan, and Section 9 Sewer Enterprise Financial Analysis constitute the City of Seal Beach's Sewer System Rehabilitation Plan. The Master Plan Update was approved by the City Council on August 8, 2005. During the preparation of the Master Plan Update, the City of Seal Beach conducted an evaluation of its sewer enterprise and the existing rate structure. It determined that the existing Sewer Service Charges generated sufficient revenues for proper operation and maintenance of the system. However, the existing Capital Fund Chares were insufficient to implement the capacity improvement and sewer system rehabilitation projects recommended by the Master Plan. The study evaluated alternative funding scenarios, and recommended increases in the Capital Fund Charges for a combination pay -as- you -go and pay -as- you -use system. The City Council directed the staff to issue notices to customers and set a public hearing date to discuss the proposed increase in the Capital Fund Charges. The public hearing will be held at the City Council Chambers on October 24, 2005. The following sections list each essential element of the Sewer System Management Plan, and describe how the City of Seal Beach complied with each. CITY OF SEAL BEACH 2 Sewer System Management Plan R:RptslSeat Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) �. SECTION 2 GOALS The Order requires the City to identify the goal of its Sewer System Management Plan. Compliance: The goals of the City of Seal Beach's Sewer System Management Plan are to: 1. Prevent sewer system overflows (SSO) by a. Proving adequate capacity in its system in accordance with its criteria detailed in the System Evaluation and Capacity Assurance Plan b. Eliminating the sources of inflow and "infiltration c. Establishing a fats, oils, and grease (FOG) control program to minimize the entry of these substances into its collection system d. Inspecting its system, assessing its condition, and rehabilitating it as detailed in its Sewer System Rehabilitation Plan, which is included in the City of Seal Beach Sewer Master Plan Update, dated August 2005 e. Establishing and implementing a preventative maintenance program to not only prevent SSO's, but also to extend the useful life of its system f. Establishing the legal authority for implementing the above 2. Minimize the impact of SSO's through implementation of its Sanitary Sewer Overflow Emergency Response Plan 3. Provide a plan and schedule for measures to be implemented to prevent SSO's The City of Seal Beach submitted its schedule prior to September 30, 2002, and has completed all other submittals in accordance with this schedule. CITY OF SEAL BEACH 3 Sewer System Management Plan R:RptslSea/ Beach/Waste Discharge Requirements/SSMP (Sept 27 05) SECTION 3 ORGANIZATION The Order requires that the City identify: (A) Administrative and maintenance positions responsible for implementing measures in the SSMP program, including lines of authority by organization chart or similar document; and (B) The chain of communication for reporting SSOs, from receipt of a complaint or other information, including the person responsible for reporting SSOs to the Regional Water Quality Control Board, Orange County Health Care Agency, and State Office of Emergency Services (OES); reporting to the OES is required if the discharge is 1,000 gallons or larger. The flow chart showing the responsibilities for reporting of SSO's is included as Figure 1. • The Order requires that all SSO's be reported to the Regional Water Quality Control Board and to Orange County Health Care Agency, and to the State of California Office of Emergency Services if the overflow is 1,000 gallons or larger. The overflow reports are prepared by either the On -call System Operator or the Chief Water Operator who is in charge of the response using the Sanitary Sewer Overflow Report Form, which is included as part of the "Monitoring and Reporting Program No. R8- 2002 -0014 for General Waste Discharge Requirements for Sewage Collection Agencies in Orange County. The final report is reviewed by the Assistant City Engineer and the Director of Public Works /City Engineer. It is submitted to the appropriate agencies by the Assistant City Engineer. (E) Implement the general and specific prohibitions of the national pretreatment program under 40 CFR 403.5. Compliance: The City of Seal Beach has established legal authority by: • Developing and adopting a Fats, Oil and Grease Management and Discharge Control program, included in Section 9.25 of its Municipal Code • Developing and adopting Design Criteria for Sewer Facilities, Sewer Standard Plans, and Specifications for the Construction and Inspection of Sanitary Sewers The City of Seal Beach's Municipal Code adopts Ordinance No. OCSD -01 of Orange County Sanitation District, which provides authority for implementing the general and specific prohibitions of the national pretreatment program under 40 CFR 403.5, and prohibits connections from inflow sources. • CITY OF SEAL BEACH 9 Sewer System Management Plan R:RptsISea/ Beach/Waste Discharge Requirements/SSMP (Sept 2705) ( SECTION 5 MEASURES AND ACTIVITIES The Order requires that In order to provide an adequate and appropriate SSO reduction plan, the SSMP must address the elements listed below that are appropriate and applicable to the discharger's system and identify the person or position in the organization responsible for each element: (A) Provide adequate operation and maintenance of facilities and equipment; (B) Maintain an up -to -date map of the collection system showing all gravity line segments and manholes, pumping facilities, pressure pipes and valves, and stormwater conveyance facilities; (C) Maintain relevant information to establish and prioritize appropriate SSMP activities (such as the immediate elimination of dry weather overflows or overflows into sensitive waters, such as public drinking water supplies and their source waters, swimming beaches and waters where swimming occurs, shellfish beds, designated Outstanding National Resource Waters or Areas of Special Biological Significance, National Marine ( Sanctuaries, waters within Federal, State, or local parks, and water containing threatened or endangered species or their habitat), and identify and illustrate trends in overflows, such as frequency and volume; (D) Routine preventive operation and maintenance activities by staff and contractors; including a system for scheduling regular maintenance and cleaning of the collection system with more frequent cleaning and maintenance targeted at known problem areas. The Preventative Maintenance (PM) program should have a system of tracking work orders and assessing the success of the PM program. (E) Establish a program to assess the current capacity of the collection system owned by the discharger or where the discharger has operational control; including diversions of urban runoff to the sewer system during dry weather periods and control of infiltration and intrusion during both wet weather events and dry weather periods; (F) Identify and prioritize structural deficiencies and implement short-term and long -term rehabilitation actions to address each deficiency. This shall include a rehabilitation plan including schedules for the entire system. As with the PM program, sewer rehabilitation and replacement is crucial for the prevention of spills. Among the provisions that should be specified in this section is the need to direct rehabilitation and replacement at sewer pipes which are at risk of collapse or prone to more frequent blockages due to pipe defects. The program should also include regular visual and TV inspection of sewer pipes and a system for assessing and ranking the condition of sewer pipes. Finally, the CITY OF SEAL BEACH 10 Sewer System Management Plan R:RptstSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) . rehabilitation and replacement plan should include a financial plan that properly ( manages and protects the infrastructure assets. (G) Provide training on a regular basis for staff in collection system operations, maintenance, and monitoring and determine if contractors' staffs are appropriately trained; (H) Provide equipment and replacement parts inventories, including identification of critical replacement parts. (I) Establish an implementation plan and schedule for a public education outreach program that promotes proper disposal of grease and fats. (J) In accordance with the County of Orange's Drainage Area Management Plan, establish a plan for responding to SSOs from private property that discharge to public right of ways and storm drains, to prevent discharges from SSOs to surface waters and storm drains; and (K) Develop a plan and a schedule for providing an analysis of alternative. methods of disposal for grease and fats, and an implementation plan and a schedule for providing adequate disposal capacity for grease and fats generated within the sewer system service area. This plan shall include an evaluation of the feasibility of using sludge digesters at the OCSD treatment plant for grease disposal and treatment, recycling, rendering, and other disposal alternatives. Compliance: (A) The City of Seal Beach prepared its Preventative Maintenance Program, and submitted it to the Regional Board on June 15. 2003. This document describes the appropriate operation and maintenance activities, and needed equipment to achieve compliance. The Director of Public Works /City Engineer is responsible for preparation of the Program, and Maintenance Services Manager is responsible for its implementation. (B) The City of Seal Beach has developed a GIS based map of its collection system. • The City has its storm drains in its GIS as well. These maps are maintained regularly as system changes occur. The Director of Public Works /City Engineer is responsible for overseeing the preparation of the maps. (C) The City of Seal Beach does not experience dry weather SSO's, nor has it experienced wet weather SSO's. However, relevant system information has been developed through CCTV inspections, condition assessment, and capacity evaluation CITY OF SEAL BEACH 11 Sewer System Management Plan R:RptstSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) studies. This information forms the basis of the SSMP activities, the primary goal of which is to minimize the possibility of SSO's. (D) The City of Seal Beach prepared its Preventative Maintenance Program, and submitted it to the Regional Board in June, 2003. This Program details the procedures established for routine preventive operation and maintenance activities by. staff and contractors. The activities include CCTV inspection program; cleaning program; pump station maintenance; and equipment maintenance, repair and replacement. The City of Seal Beach cleans its entire system once every year, and the hot spots once per month. The Director of Public Works /City Engineer is responsible for overseeing the preparation of the Preventative Maintenance Program. Maintenance Services Manager is responsible for implementing it. (E) The City of Seal Beach evaluated the capacity of its entire system during the preparation of its System Evaluation and Capacity Assurance Plan. Where needed, capacity improvement projects have been recommended, and included in the Capital Improvement Program. The Director of Public Works /City Engineer is responsible for overseeing the preparation of the System Evaluation and Capacity Assurance Plan. (F) The City of Seal Beach completed CCTV inspection of the entire system that is accessible in 2002 and 2003. The condition of the inspected system was evaluated to identify the structural deficiencies, as well as operation and maintenance deficiencies. The structural deficiencies have been prioritized, a capital improvement program has been developed, and included in the City of Seal Beach Sewer System Master Plan Update dated August 2005. This document is also the City of Seal Beach's Sewer System Rehabilitation Plan, and is being transmitted to the Regional Board. As part of its Sewer System Master Plan Update, the City of Seal Beach conducted a financial analysis of its sewer enterprise fund. The analysis showed the need to increase the Sewer Capital Fund component of the Sewer Bills in order to properly fund the construction of the rehabilitation projects, as well as the capacity improvements included in the Capital Improvement Program. The Director of Public Works /City Engineer is responsible for overseeing the preparation of the Sewer System Rehabilitation Plan. The City Manager is responsible for overseeing the development of the Sewer Enterprise Funding Plan, which includes review and updating of the sewer service charges. (G) The requirement for regular training is documented in the City's Preventative Maintenance Program, which was submitted to the Regional Board in June 2003. The ( City staff, with current CWEA Grade I and Grade II certification, participates in the CITY OF SEAL BEACH 12 Sewer System Management Plan R:RptslSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) • ongoing CWEA training programs. Additionally, they receive training on spill response ( procedures, traffic control and driver safety, personal protective equipment, health precautions related to working around and with raw sewage, lockout/tagout procedures, and confined space entry prohibitions annually. The City of Seal Beach will require appropriate level of training for the staffs of contractors performing work on City's system through each contract specification. Maintenance Services Manager is responsible for scheduling and documenting the regular training for the City staff. He is also responsible for verifying that the Contractor staff working on City projects is properly trained. (H) The City of Seal Beach maintains up to date equipment and replacement part inventories, which identifies critical replacement parts. This is on file at the City, and is included in the SSMP document. • Maintenance Services Manager is responsible for maintaining these inventories. (I) The City of Seal Beach worked with the food service establishments (FSE) within its service area extensively during the development of its Fats, Oils, and Grease Program. The City prepared a Fats, Oils, and Grease Control Manual in December 2004. This manual is made available to the public on the City's Website. The - Website also includes the FOG Ordinance, the Regional Board's Order, and the Orange County ( Grand Jury's report on Sanitary Sewer Overflows. The City of Seal Beach partnered with the Orange County Sanitation District and other cities to develop and provide educational materials to FSE's. Brochures and posters that describe best management practices to handle FOG wastes have been prepared in English and in Spanish. The Director of Public Works /City Engineer is responsible for overseeing the development and implementation of the public outreach and education program. (J) The City of Seal Beach responds to SSO's from private property that reach public right of ways, or has the potential to reach public right of ways in the same manner as it does SSO's from its own system. This procedure is described in Section IIIB of the City's Sanitary Sewer Overflow Emergency Response Plan submitted to the Regional Board on December 31, 2002. The Director of Public Works /City Engineer is responsible for overseeing the preparation of the Sanitary Sewer Overflow Response Plan. Maintenance Services Manager, along with the On -call System Operator and Chief Water Operator is responsible for implementing these procedures. (K) The City of Seal Beach developed a plan and a schedule for providing an analysis of alternative methods of disposal for grease and fats, and an implementation CITY OF SEAL BEACH 13 Sewer System Management Plan R:RptstSeat Beach/Waste Discharge Requirements/SSMP (Sept 27 05) plan and a schedule for providing adequate disposal capacity for grease and fats generated within the sewer system service area. This plan includes an evaluation of the feasibility of using sludge digesters at the Orange County Sanitation District treatment plant for grease disposal and treatment, recycling, rendering, and other disposal alternatives. The study report was submitted to the Regional Board on behalf of the City of Seal Beach and Orange County Sanitation District. • • • r CITY OF SEAL BEACH 14 Sewer System Management Plan R:RptslSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 05) SECTION 6 DESIGN AND PERFORMANCE PROVISIONS The Order requires that the City: (A) Develop design and construction standards and specifications for the installation of new sewer systems, pump stations and other appurtenances; and for rehabilitation and repair of existing sewer systems; and (B) Develop procedures and standards for inspecting and testing the installation of new sewers, pumps, and other appurtenances and for rehabilitation and repair projects. Compliance: The City of Seal Beach prepared its • Design Criteria for Sewer Facilities • Sewer Standard Plans. Additionally, the City of Seal Beach adopted the Standard Specifications for Public Works Construction. Seal Beach's Design Criteria for Sewer Facilities, and Standard Plans for Sewer Facilities are being transmitted to the Regional Board as part of its Sewer System Management Plan. These documents have been adopted by the City Council. Their =use will ensure that the new sewer systems, pump stations, force mains, and other appurtenances will be designed to proper criteria and will be constructed properly. • CITY OF SEAL BEACH 15 Sewer System Management Plan R:RptstSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) • SECTION 7 MONITORING, MEASUREMENT AND PROGRAM MODIFICATIONS The Order requires that the City: (A) Monitor the implementation and, where appropriate, measure the effectiveness of each element of the SSMP; (B) Update program elements, as appropriate, based on monitoring or performance evaluations; and (C) Modify the SSMP program, as appropriate, to keep it updated and accurate and available for audit at all times. Compliance: The City of Seal Beach will monitor the effectiveness of its program continuously in order to minimize the possibility of SSO's. Where appropriate, the City may: • Adjust its Hot Spot cleaning program • Revise its criteria • Expand the scope of its FOG Program • Modify its design and construction standards • Revise its Capital Improvement Program • Adjust its rate structure C CITY OF SEAL BEACH 16 Sewer System Management Plan R:RptslSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 05) ( SECTION 8 OVERFLOW EMERGENCY RESPONSE PLAN The Order requires that: The dischargers shall develop and implement an overflow emergency response plan that identifies measures to protect public health and the environment. At a minimum, this plan should include the following: (A) Ensure proper notification procedures so that the primary responders are informed of all SSOs in a timely manner (to the greatest extent possible); (B) Ensure that all overflows (including those that do not discharge to waters of the State) are appropriately responded to, including ensuring that reports of overflows are immediately dispatched to appropriate personnel for investigation and appropriate response; (C) Ensure immediate notification of health agencies and other impacted entities (e.g., water suppliers) of all overflows. Report all SSOs to the Regional Water Quality Control Board and the Orange County Health Care Agency, and report to the State OES, if the overflow is 1,000 gallons or larger. The SSMP should identify the public health agency and other officials who will receive immediate notification; (D) Ensure that appropriate staff and contractor personnel are aware of and follow the plan and are appropriately trained; (E) Provide emergency operations, such as traffic and crowd control and other necessary emergency response; (F) Take all reasonable steps to contain sewage and prevent sewage discharges to surface waters and minimize or correct any adverse impact on the environment resulting from the SSOs, including such accelerated or additional monitoring as may be necessary to determine the nature and impact of the discharge; (G) Develop and implement a plan for the use of portable aerators where complete recovery of the sanitary sewer overflows is not practicable and where severe oxygen depletion in existing surface waters is expected; and (H) Develop and implement a plan to respond in a timely manner to spills and other emergencies. Collection system staff should be able to respond to a sewage spill in less than an hour from the first call. The system should be capable of meeting this response time day or night, every day of the week. The system must own or have ready access to CITY OF SEAL BEACH 17 Sewer System Management Plan R: RptslSea/ Beach/Waste Discharge Requirements/SSMP (Sept 2705) spill and emergency response equipment such as vacuum trucks, hydroflushers, f pumps, temporary bypass hoses, and portable generators. Compliance: The City of Seal Beach complied with this requirement by preparing its Sanitary Sewer Overflow Emergency Response Plan, which was submitted to the Regional Board on December 31, 2002. Staff training in the established procedures is conducted at least once per year. • • CITY OF SEAL BEACH 18 Sewer System Management Plan R:RptstSeat Beach/Waste Discharge Requirements/SSMP (Sept 27 05) SECTION 9 FATS, OILS, AND GREASE PROGRAM The Order requires that the City: Prepare and implement a grease, fat, and oil source control program to reduce the amount of these substances discharged to the sewer collection system. This plan shall include the legal authority to prohibit discharges to the system and identify measures to prevent SSOs caused by fats, oils, and grease blockages of sewers. The elements of an effective grease control program may include requirements to install grease removal devices (such as traps or, preferably, interceptors), design standards for the removal devices, maintenance requirements, BMP requirements, record keeping and reporting requirements. An effective grease control program must also include authority to inspect grease producing facilities, enforcement authorities, and sufficient staff to inspect and enforce the grease ordinance. (A) The grease control program shall identify sections of the sewer system subject to - grease blockages and establish a cleaning maintenance schedule for each section; and (B) The program shall develop and implement source control measures, for all sources of grease and fats discharged to the sewer system, for each section identified in (A) (` above. Compliance: The City of Seal Beach complied with this requirement by • Establishing legal authority in Section 9.25 of Title 9 of its Municipal Code in December 2004 • Preparing a Fats, Oils, and Grease Control Manual in December 2004 • Identifying sections of the sewer system subject to grease blockages and including these sections in its Hot Spot cleaning program CITY OF SEAL BEACH 19 Sewer System Management Plan R:RptstSeal Beach/Waste Discharge Requirements/SSMP (Sept 2705) SECTION 10 SYSTEM EVALUATION AND CAPACITY ASSURANCE PLAN The Order requires that the City: Prepare and implement a capital improvement plan that will provide hydraulic capacity of key sewer system elements under peak flow conditions. At a minimum, the plan must include: (A) Evaluation: Steps to evaluate those portions of the collection system which are experiencing or contributing to an SSO discharge caused by hydraulic deficiency. The evaluation must provide estimates of peak flows (including flows from SSOs that escape from the system) associated with conditions similar to those causing overflow events, estimates of the capacity of key system components, hydraulic deficiencies (including components of the system with limiting capacity) and the major sources that contribute to the peak flows associated with overflow events; (B) Capacity Enhancement Measures: Establish a short- and long -term capital improvement program to address identified hydraulic deficiencies including prioritization, alternatives analysis, and schedules; and (C) Plan updates: The plan must be updated, at a minimum annually, to describe any significant change in proposed actions and /or implementation schedules. The updates should include available information on the performance of measures that have been ` -- implemented. Compliance: The City complied with this requirement by preparing its System Evaluation and Capacity Assurance Plan, and submitting it to the Regional Board on July 27, 2005. The evaluation and the capital improvement program were subsequently incorporated into the City of Seal Beach Sewer System Master Plan Update, dated August 2005, which is being transmitted to the Regional Board as part of Seal Beach's Sewer System Management Plan. The Capacity Assurance Plan included six (6) projects with an implementation cost of $5,319,000 (2005 dollars). The Master Plan Update included a "Sewer. Enterprise Financial Analyses" section, which proposed increased rates to implement the recommended capital improvement program. The City Council approved the recommendation to increase the rates with a pay -as- you -go /pay -as- you -use alternative, which includes issuance of bonded indebtedness. The City staff has noticed the sewer system customers of a public hearing on October 24, 2005, when the recommended rates are expected to be approved. The Master Plan and the Capacity Assurance Plan will be updated as additional information is developed. CITY OF SEAL BEACH 20 Sewer System Management Plan R:RptslSeal Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5) SECTION 11 SSMP PROGRAM AUDITS The order requires that: As part of the SSMP, the permittee shall conduct an internal audit, appropriate to the size of the system and the number of overflows, and submit a report of such audit, evaluating the SSMP and its compliance with this subsection, including its deficiencies and steps to correct them. Compliance: The City of Seal Beach will audit its Sewer System Management Plan annually in the month of July, identify any deficiencies, and make appropriate adjustments. The report of the Audit will be submitted to the Regional Board on or before September 30 of each year. The report will describe: • Whether any spill occurred from its system • Cause of the spill • Steps needed to be added to the SSMP to prevent re- occurrence • Capital improvement projects that have been implemented t • Next year's capital improvement program - The SSMP audit will be completed by City staff as directed by the Director of Public Works /City Engineer. CITY OF SEAL BEACH 21 Sewer System Management Plan R:RptstSea/ Beach/Waste Discharge Requirements/SSMP (Sept 27 05) • SECTION 12 COMMUNICATIONS The Order requires that: The discharger should communicate on a regular basis with interested parties on the implementation and performance of its SSMP. The communication system should allow interested parties to provide input to the discharger as the program is developed and implemented. Compliance: The City of Seal Beach will communicate on a regular basis with interested parties on the implementation and performance of its Sewer System Management Plan. The communication program allows interested parties to provide input as the program is developed and implemented. The City maintains most of the SSMP related documents on its Web site, allowing interested parties easy access to the program. 4 - CITY OF SEAL BEACH 22 Sewer System Management Plan R:RptslSea/ Beach/Waste Discharge Requirements/SSMP (Sept 27 0.5)
