SUBJECT: Adoption of the National Incident Management System and the
City of Seal Beach Emergency Operations Plan.
SUMMARY OF REQUEST:
The proposed City Council action will approve a resolution adopting the National
. Incident Management System (NIMS) and the updated City of Seal Beach Emergency
Operations Plan.
BACKGROUND:
The City of Seal Beach last updated its Emergency Operations Plan in June 1996. The
Plan has been updated September 2005. City staff received training in the use of the
updated plan on August 16, 2005. The City of Seal Beach utilizes its Emergency
Operations Plan to respond to catastrophic events by providing all available resources
to save lives, minimize injury to persons, minimize damage to property, and protect the
environment. To be compliant with both State and Federal Emergency Services
regulations, the City's new disaster plan and the National Incident Management System
(NIMS) must be adopted by the City Council.
In Homeland Security Presidential Directive (HSPD -5) Management of Domestic
Incidents, the President of the United States directed the Department of Homeland
Security to develop, review and administer a National Incident Management System.
This directive also requires Federal departments and agencies to make adoption of the
National Incident Management System by State, tribal and local government
organization a condition for Federal preparedness assistance.
In order to be in compliance with HSPD -5, the City of Seal Beach must adopt the
National Incident. Management System (NIMS). This acceptance is required in order to
maintain the City's eligibility to receive federal grant funding related to emergency
management and homeland security. •

In 1996, the City adopted the statewide Standardized Emergency Management System
(SEMS), which provides for a coordinated approach to emergency preparedness,
response, and recovery.
The NIMS was built on the foundation of the success found through SEMS and the
Incident Command System (ICS). Thus, the components involved in the NIMS are
already an integral part of the system Seal Beach currently uses for emergency
management activities.
The NIMS represents a consistent nationwide approach to work together more
effectively and efficiently to prevent, prepare for, respond to, and recover from domestic
incidents, regardless of cause, size, or complexity. It is necessary and desirable for all
Federal, State, local and tribal emergency agencies and personnel to coordinate their
efforts to effectively and efficiently provide the highest level of incident management.
The use of NIMS standardized procedures for managing personnel, communications,
facilities, and resources will ensure the City's ability to enhance readiness, maintain first
responder safety, and streamline incident management processes.
The National Incident Management System is designed to utilize standardized
terminology, standardized organizational structures, interoperable communications,
consolidated action plans, unified command structures, uniform personnel qualification
standards, uniform standards for planning, training, and exercising, comprehensive
resource management and designated incident facilities during emergencies or
disasters.
Although local jurisdictions are required to incorporate the National Incident
Management System into their Emergency Response Plans, the method of integration
has not been established by the State. To bridge this gap, it is necessary for the City to
adopt the attached Resolution which assures the Federal Office of Emergency Services
of our intent to comply with the Federal mandate. When the State Office of Emergency
Services and the Office of Homeland Security develop a program to integrate NIMS, to
the extent appropriate, into the State's Emergency Management System, and
subsequently into the local jurisdictions' plans, the City's Emergency Plan will be
updated and brought back to the Council for adoption.

None
RECOMMENDATION:
It is recommended that the City Council approve Resolution Number 05- to adopt
the City of Seal Beach updated Emergency Operations Plan and the National Incident
Management System.

A RESOLUTION OF CITY COUNCIL OF THE CITY OF
SEAL BEACH DESIGNATING THE STANDARDIZED
EMERGENCY MANAGEMENT SYSTEM (SEMS) AND
THE NATIONAL INCIDENT MANAGEMENT SYSTEM
(NIMS) AS THE BASIS FOR ALL INCIDENT
MANAGEMENT IN THE CITY OF SEAL BEACH.
WHEREAS, California Government Code 8607 establishes a statewide
Standardized Emergency Management System (SEMS) which defines a coordinated
approach to emergency preparedness, response, and recovery for emergency response
agencies;
WHEREAS, the President in Homeland Security Directive (HSPD) -5, directed
the Secretary of the Department of Homeland Security to develop and administer a
National Incident Management System (NIMS), which would provide a consistent
nationwide approach for Federal, State, local, and tribal governments to work together
more effectively and efficiently to prevent, prepare for, respond to and recover from
domestic incidents, regardless of cause, size or complexity;
WHEREAS, the collective input and guidance from all Federal, State, local, and
tribal homeland security partners has been, and will continue to be, vital to the
development, effective implementation and utilization of a comprehensive NIMS;
WHEREAS, it is necessary and desirable that all Federal, State, local and tribal
emergency agencies and personnel coordinate their efforts to effectively and efficiently
provide the highest levels of incident management;
WHEREAS, to facilitate the most efficient and effective incident management it
is critical that Federal, State, local, and tribal organizations utilize standardized
terminology, standardized organizational structures, interoperable communications,
consolidated action plans, unified command structures, uniform personnel qualification
standards, uniform standards for planning, training, and exercising, comprehensive
resource management, and designated incident facilities during emergencies or disasters;
WHEREAS, the NIMS standardized procedures for managing personnel,
communications, facilities and resources will improve the City's ability to utilize federal
funding to enhance local and state agency readiness, maintain first responder safety, and
streamline incident management processes.
WHEREAS, the Incident Command System components of SEMS and NIMS are
already an integral part of various incident management activities throughout the City,
including current emergency management training programs; and
WHEREAS, in 1996 the City of Seal Beach adopted the statewide Standardized
Emergency Management System (SEMS) and implemented an emergency management
program involving all local governments in the creation of the Orange County
Operational Area; and
WHEREAS, the California Standardized Emergency Management System
substantially meets the objectives of the National Incident Management System; and
WHEREAS, the Emergency Management Manager, appointed by the City
Council will ensure that City personnel who are part of the emergency organization, and
who are designated as California Disaster Service Workers (according to California
Government Code 3100- 3109), are trained and prepared to respond; and
WHEREAS, the National Commission on Terrorist Attacks (9 -11 Commission)
recommended adoption of a standardized Incident Command System;
WHEREAS, pursuant to the President's Executive Order, Homeland Security
Directive (HSPD) 5, local governments are required to establish the National Incident
Management System (NIMS) as the standard for incident management.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL
BEACH DOES HEREBY RESOLVE:
Section 1
That the City of Seal Beach City Council does hereby approve and adopt the National
Incident Management System (NIMS) for the City of Seal Beach and direct the City
Manager to implement the NIMS, including the delivery of a city -wide employee training
program.
Section 2
During the existence of a local emergency the powers, functions, and duties of the
emergency organization of this city shall be those prescribed by State law as in the
Standardized Emergency Management System (SEMS), by ordinances, and resolutions of
this city.
Section 3
Adopt the 2005 City of Seal Beach Emergency Operations Plan.
