SUBJECT: REJECT BIDS FOR VARIOUS STORM DRAIN
IMPROVEMENTS PROJECT NOS. 50202, 50203, & 50204
SUMMARY OF REQUESTS:
The proposed action will reject all bids received for the Various Storm Drain Improvements
Project Nos. 50202, 50203 and 50204 authorize staff to re- advertise the project as necessary.
BACKGROUND:
During the 2005 winter storm season, southern California received record amounts of
rainfall. In response to drainage concerns in the community, the Public Works Department
re- visited the unfunded Master Plan of Drainage. Staff identified several "starter" projects
for storm drain improvements throughout the City, which are consistent with the 1999 Master
Plan. At its May 9, 2005 Council meeting, City Council authorized the expenditure of an
additional $720,000 for these storm drain improvements and the Streets and Storm Drain Ad-
Hoc Committee also reviewed the projects. These projects serve as the first step to improve
drainage in these three areas of town. On an accelerated schedule, the design of the
following projects was completed:
• Corsair Way Storm Drain Improvements (Project No. 50202)
• Lampson and Candleberry Avenue Storm Drain Improvements (Project No. 50203)
and the extension of storm drain to Aster and Birchwood
• Seal Beach Blvd. Storm Drain Improvements (Project No. 50204)
Four bids were received and opened by the City Clerk on August 4, 2005. All bids were
rejected on the August 8, 2005 City Council Meeting and the project re- advertised.
Two bids were received and opened by the City Clerk on August 25, 2005 as listed below:

The project is over the budget allocation requiring the rejection of all bids. Staff has
reviewed project scope and will be making further modifications and reducing the scope. It
is recommended that all bids be rejected and the project be re- advertised as three separate
projects as soon as possible. Upon the successful advertisement and award, the projects are
estimated to start in the late Fall.
FISCAL IMPACT:
Funds in the amount of $720,000 for design, inspection and construction were allocated from
the General Fund by the Addendum to the 5 -year 2004/2005 — 2008/2009 Capital
Improvement Project, which was approved on May 9, 2005. $100,000 is available from the
Sewer Capital Fund for the required sewer relocation at Candleberry Ave. and Aster Ave.
RECOMMENDATION:
It is recommended that the City Council reject all bids received for the Various Storm Drain
Improvements Project Nos. 50202, 50203 and 50204 authorize staff to re- advertise the
project as necessary.
