SUBJECT: REJECT BIDS FOR VARIOUS STORM DRAIN
IMPROVEMENTS PROJECT NOS. 50202, 50203, & 50204
SUMMARY OF REQUESTS:
The proposed action will reject all bids received for the Various Storm Drain Improvements
Project Nos. 50202, 50203 and 50204 authorize staff to re- advertise the project.
BACKGROUND:
During the 2005 winter storm season, southern California received record amounts of
rainfall. In response to drainage concerns in the community, the Public Works Department
re- visited the unfunded Master Plan of Drainage. Staff identified several "starter" projects
for storm drain improvements throughout the City, which are consistent with the 1999 Master
Plan. At its May 9, 2005 Council meeting, City Council authorized the expenditure of an
additional $720,000 for these storm drain improvements and the Streets and Storm Drain Ad-
Hoc Committee also reviewed the projects. These projects serve as the first step to improve
drainage in these three areas of town. On an accelerated schedule, the design of the
following projects was completed:
• Corsair Way Storm Drain Improvements (Project No. 50202)
• Lampson and Candleberry Avenue Storm Drain Improvements (Project No. 50203)
and the extension of storm drain to Aster and Birchwood
• Seal Beach Blvd. Storm Drain Improvements (Project No. 50204)
Four bids were received and opened by the City Clerk on August 4, 2005 as listed below:

Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract documents. However, the project is over the budgeted
allocation. Deleting a portion of the project to fit within the budget would significantly
change the project scope, which entitles the contractor to re- negotiate prices and changes the
bid amounts. It is recommended that all bids be rejected and the project be re- advertised.
This will add a one -month delay to the project. The Lampson Ave. and Candleberry Ave.
Storm Drain project was designed beyond the original scope to connect the existing storm
drains at Aster and Birchwood. This scope expansion put the project cost over the budget.
Staff will delete this extended portion from the plans and specifications in order to bring the
project within budget.
Upon the successful advertisement, the project will be scheduled for award by City Council
on September 12, 2005. The project is now estimated to start in October and be completed in
January.
FISCAL IMPACT:
Funds in the amount of $720,000 for design, inspection and construction were allocated from
the General Fund by the Addendum to the 5 -year 2004/2005 — 2008/2009 Capital
Improvement Project, which was approved on May 9, 2005. $100,000 is available from the
Sewer Capital Fund for the required sewer relocation at Candleberry Ave. and Aster Ave.
RECOMMENDATION:
It is recommended that the City Council reject all bids received for the Various Storm Drain
Improvements Project Nos. 50202, 50203 and 50204 authorize staff to re- advertise the
project.
