SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
LOCAL STORM DRAIN IMPROVEMENT PROJECTS,
PROJECT NO. 50202, 50203 AND 50204
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications and authorize
Staff to initiate the bidding process for the Local Storm Drain Improvement Projects
(Corsair Way, Lampson & Candleberry and Seal Beach Blvd.), Project Nos. 50202,
50203 and 50204.
BACKGROUND:
During the 2005 winter storm season, southern California received record amounts of
rainfall. In response to drainage concerns in the community, the Public Works
Department re- visited the unfunded Master Plan of Drainage. Staff identified several
"starter" projects for storm drain improvements throughout the City which are consistent
with the 1999 Master Plan. At its May 9, 2005 Council meeting, City Council
authorized the expenditure of an additional $820,000 for these storm drain improvements
and the Streets and Storm Drain Ad -Hoc Committee also reviewed the projects. These
projects serve as the first step to improve drainage in these three areas of town.
The projects are as follows:
• Corsair Way Storm Drain Improvements (Project No. 50202)
• Lampson and Candleberry Avenue Storm Drain Improvements (Project No.
50203)
• Seal Beach Blvd. Storm Drain Improvements (Project No. 50204)
The Giiy's utility consultant, AKM Consulting Engineers on an accelerated schedule,
completed the plans and specifications. Award of the project is expected in August of
2005 and construction should begin in fall 2005 and be completed by late 2005.

FISCAL IMPACT:
The Engine es-estimate for the project including design, inspection and construction is
estimated t $720,05. Funds for this amount were allocated from the General Fund by
the Addend to 5 -year 2004/2005 — 2008/2009 Capital Improvement Project, which
was approved on May 9, 2005.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications and
authorize Staff to initiate the bidding process for Local Storm Drain Improvement
Projects (Corsair Way, Lampson & Candleberry and Seal Beach Blvd.), Project Nos.
50202, 50203 and 50204.
