SUBJECT: REJECT SUNSET AQUATIC PARK PROJECT BIDS,
PROJECT NO. 49887
SUMMARY OF REQUEST:
The proposed City Council action will reject all bids received for the Sunset Aquatic Park
Sewage Pump Station, Project No. 49887.
BACKGROUND:
The City has been actively working to reconfigure the Aquatic Park sewage discharge
line from under Anaheim Bay since March of 2003. The City declared the sewer line a
public nuisance on March 24, 2003. The City negotiated an agreement with the City of
Huntington Beach to reconfigure the pump station and force main to eliminate the force
main alignment under Anaheim Bay and provide a connection to the Huntington Beach
sewer system. The force main was constructed from the existing station to the Huntington
Beach sewer system, including the construction of two 2" diameter pipes easterly from
the park along Edinger Avenue to the connection point at the intersection of Edinger
Avenue and Trinidad Avenue. Temporary improvements were then made to the existing
station to restore service to the park and eliminate the emergency storage and transport
condition.
The design of a new permanent pump station was completed. However costs for a new
permanent station were above the budget for the project and the bids were rejected. Staff
investigated pre - packaged pump stations and other alternatives. A down sized permanent
pump station was designed and advertised. The bids exceed the original budget for the
project and staff is requesting that the bids be rejected by City Council.
Four bids were received and opened by the City Clerk on Tuesday, April 5, 2005 as listed
below:
1. Atlas- Allied Inc. $363,680.00
2. Fleming Environmental $367,230.00
3. Value Engineering, Inc. $384,000.00
4. Clarke Contracting Corp. $394,875.00

Staff has re- examined the total Aquatic Park Pump Station Project and is proposing to do
rehabilitation work to the existing station using in -house crews and the City's on -call
pump station contractor. Rehabilitation improvements will add a service life of 10 -20
years, upgrade the pump controllers, remove unneeded equipment, and complete several
minor improvements to the station. These items can be completed within the existing
budget.
The Sewer System Master Plan (SSMP) update, which is nearing completion, will
include the consideration of a new sewer rate for the Aquatic Park area to recover the
costs for this construction, future improvements, and operations and maintenance of the
system. The Council will be asked to consider and approve the new sewer rate plan with
the presentation of the SSMP which is expected in July.
FISCAL IMPACT:
Funds in the amount of $200,000 were budgeted within the Sewer Capital Fund in the
City's Capital Improvement Program for this project and the 2004 /2005 fiscal year.
Material, equipment and labor costs for rehabilitation of the station are expected to cost
$100,000 and will be carried into next fiscal year. Remaining funds from the original
budget will be reallocated to the Sewer Capital Fund. The proposed Sewer System
Master Plan will address reimbursement to the account by the Park operator.
RECOMMENDATION:
It is recommended that the City Council reject all bids received for the Sunset Aquatic
Park Sewage Pump Station, Project No. 49887.
