SUBJECT: Part -Time, Seasonal and Temporary Employee Wages
SUMMARY OF REQUEST:
That City Council approve the attached resolution establishing wages for the part-time,
seasonal and temporary employees.
BACKGROUND:
The current resolution, which establishes wages for part-time, seasonal and temporary
employees, does not consistently provide for movement within a range for all
classifications. For example, while the classification of Police Aide provides for
movement within the range (five steps are established), the classification of Crossing
Guard only has one step. Each classification should have a range of steps to provide
movement to employees who return to employment with the City of Seal Beach season
after season, or for those employees who remain in employment for several years.
In addition, the current resolution does not provide for a logical series of classifications
within the Recreation and Beach Lifeguard Divisions. As Recreation and Beach
Lifeguard Division employees gain experience and training, their job duties and
responsibilities increase. By establishing a classification series for each division,
employees' salaries will be more reflective of their duties, training and experience.
The following changes to the part-time salary resolution are recommended:
1. Establish a classification series for the Recreation Division (including a series for
Aquatics employees) to provide for salaries to be commensurate with job
responsibilities, training and experience.
2. Establish a classification series for the Beach Lifeguard Division to provide for
salaries to be commensurate with job responsibilities, training and experience and
clean up language regarding specialty pays.
3. Update all salary ranges to include five steps with a 5% increase between each step.
Beach Lifeguard salary ranges will only include three steps, as the natural progression
to higher classifications will not require advancement through more than three steps.

4. For those salary ranges that already have five steps established, adjust steps to
correctly reflect a 5% increase in between each step.
5. Provide procedures for determining when merit increases are implemented.
Implementing these changes will result in many benefits. Employees will now be
rewarded for remaining or returning to employment year after year. Many employees
who have remained in part-time employment have not received any salary increases in
several years. Employees will now be motivated to perform well in their job duties, as
advancement to the next step in the salary range will be based on performance. Also,
providing additional steps to each range will allow the City to improve on its retention
and recruitment of part-time employees.
FISCAL IMPACT:
There is no fiscal impact. Part-time wages have already been budgeted and each
department will work within their approved budgets in making any adjustments.
RECOMMENDATION:
With the adoption of Proposed Resolution # , Council will approve the wages for
part-time, seasonal and temporary employees.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH ESTABLISHING HOURLY WAGES FOR PART -TIME,
SEASONAL AND TEMPORARY EMPLOYEES AND REPEALING ON
THE EFFECTIVE DATES SPECIFIED, ALL RESOLUTIONS IN
CONFLICT THEREWITH
WHEREAS, the Government Code of the State of California prescribes procedure for
resolving matters regarding wages, hours and other terms and conditions of
employment; and
WHEREAS, part-time salary ranges have been updated to provide multiple steps within a
range and to provide for a five percent increase in between each step; and
WHEREAS, Recreation Division and Beach Lifeguard Division classifications have been
updated to reflect a series of classifications; and
WHEREAS, a procedure for merit increases has been established; and
WHEREAS, if an employee is hired on a part-time basis to an existing classification, that
employee shall be paid at the hourly equivalent of the assigned step within
the assigned range for that job classification.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach to
approve the wages and benefits for all part-time, seasonal and temporary employees
attached as an Exhibit to the Resolution, effective June 15, 2005.

,Section 7 Specialty Pays
A. Lifeguard Fmergncy Medical Training Certification (EMT) - It is in the City's best interest
to retain beach lifeguards who have a current EMT certification. A $0.50 an hour
"enhancement pay" shall be added to the assigned rate of pay for Beach Lifeguards who
possess and maintain current EMT certification.
B. Jr Lifeguard instructor - Employees assigned as a Jr. Lifeguard Instructor will be paid an
additional $0.70 per hour during the hours in which Jr. Lifeguard instruction is provided.
C. Boat Skipper - Employees assigned as a Boat Skipper will be paid $20.00 per hour during
the hours in which Boat Skipper duties are performed. Boat Skipper pay is in lieu of, and
not in addition to, the base hourly rate.
D. Reach Operations Supervisor - Employees assigned as a Beach Operations Supervisor will
be paid $20.00 per hour during the hours in which Beach Operations Supervision duties are
performed. Beach Operations Supervisor pay is in lieu of, and not in addition to, the base
hourly rate.
E. Private instnictinn - Employees who provide private swim instruction will be paid $20.00
per hour during the hours in which private swim instruction is provided. Private
Instruction pay is in lieu of, and not in addition to, the base hourly rate.
,Section 3 Part Assignment to a Full - time Classification
When it is in the best interest of the City to fill a full -time classification as a part -time, the rate of
pay shall be the hourly equivalent of the assigned step within the adopted salary range.
When the part-time employment is temporary, the rate of pay shall be the hourly equivalent of Step
"A" of the adopted salary range.
Section 4 Part -Time Winter Carew Reach Lifeguards Exceeding 1000 Hours Per Fiscal Year
It is in the City's best interest to retain a small group of beach lifeguards that may exceed 1000
hours per fiscal year by working on the part-time winter crew. The following benefits shall be
added for these part-time workers only as follows:
a. Holiday Pay — Eligible winter crew lifeguards scheduled to work on Veteran's Day,
Thanksgiving Thursday and Friday, Christmas Day, New Year's Day, Martin Luther
King Day, Washington's Birthday and Memorial Day shall be paid $24.92 per holiday
hour. Holiday pay is in lieu of, and not in addition to, the base hourly rate.
b. Deferred Compensation — City will contribute $10 per payroll period from September
15 through June 15 (21 payroll periods) into the City's deferred compensation plan on
behalf of the eligible winter crew lifeguards.
Section 5 Merit increases
Part-time, seasonal and temporary employees shall be eligible for advancement within their salary
range based on the following:
a. Seasonal Employees: Upon return to work for the next season provided the employee
has worked at least 500 hours (Beach Lifeguard employees), 240 hours (Recreation
Division seasonal employees) or 800 hours (Public Works maintenance employees)
during the previous season. Employees who do not meet the minimum hours
requirement will remain at their previous salary, however, will be eligible for
advancement after working two consecutive seasons.
b. Non - Seasonal Employees: upon completion of 800 hours of work.
Advancement from one step to another shall be made only upon written recommendation of the
employee's supervisor and approval of the Department Director.
