Bahorski, City Manager FROM: Mark Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR THE CITY'S NAVY WATER BOOSTER STATION AND RESERVOIR IMPROVEMENTS, PROJECT No. 50154, 50155, 50156 and 50167 SUMMARY OF REQUEST: The proposed City Council action will approve the final plans and specifications and authorize Staff to initiate the bidding process for the City's Navy Water Booster Station and Reservoir Improvements, Project No. 50154, 50155, 50156, and 50167. BACKGROUND: The proposed projects will make various repairs, improvements, and upgrades to critical components of the City's water service system, specifically the Navy Booster Station and Water Reservoir. These projects were identified as being the highest priority in the June 2003 Water Master Plan, based upon their impact on the system and cost of implementation. The proposed projects consists of the Navy Reservoir Repairs (CIP No. 50154), Water System Telemetry /SCADA (CIP No. 50155), Navy Booster Pump Station Upgrades (CIP No. 50156), and the Navy Reservoir Corrosion Protection (CIP No. 50167). These multiple projects have been complied into one project. The Navy Reservoir Project consists of retrofit and upgrade the existing above ground steel structure and inlet and outlet lines to the reservoir, which was built in 1963. The Water System Telemetry /SCADA Project proposes to upgrade the existing telemetry system to current standards by replacing the current reporting equipment with a new computer based system. The Navy Booster Pump Station Project proposes to replace and upgrade several components of the station to bring the facility to current standards including the building, pumps and controls. The Navy Reservoir Corrosion Project proposes to upgrade the existing cathotic protection for the steel reservoir. A detailed description of the projects is available in the Council approved 2003 Water Master Plan. Agenda Item _22Z7 The City's consultant, AKM Consulting Engineers, has completed the plans and specifications in accordance with American Water Works Association and Department of Health Services Standards. The plans and specifications have been reviewed by the City's Engineering and Maintenance staff. Upon the successful bidding process and award of a contract, and with the expected lead time required to order specialized equipment and materials, the project should be completed in winter of 2006. FISCAL IMPACT: Funds are currently available in fiscal year 2004/05 from the Water Capital fund within the City's approved 5 -year Capital Improvement Program budget to construct these improvements. The estimated cost of this project is $1,050,000. RECOMMENDATION: It is recommended that the City Council approve the final plans and specifications and authorize Staff to initiate the bidding process for the City's Navy Water Booster Station and Reservoir Improvements, Project No. 50154, 50155, 50156, and 50167.
