Crumby, P.E., Director of Public Works SUBJECT: NOTICE OF COMPLETION FOR LOCAL STREET RESURFACING PROGRAM PROJECT NO. ST0906 -B (ST1004) - COLLEGE PARK EAST SUMMARY OF REQUEST: It is requested that the City Council adopt Resolution No. 6066 to formally accept completion of the Local Street Resurfacing Program Project No. ST0906 -B (ST1004) — College Park East, direct the City Clerk to file a "Notice of Completion" with the Orange County Clerk- Recorder within ten (10) days from the date of acceptance and to release retention in the amount of $129,649.51 in 35 days. BACKGROUND: On March 8, 2010, City Council awarded a contract to All American Asphalt in the amount of $922,490.70 for the Local Street Resurfacing Program Project No. ST0909 -B (ST1004) — College Park East. The project consists of removing damaged curb & gutter and driveway entrances and replacing with new curb & gutter and driveway entrances for improved curb drainage. The project also consists of pulverizing the existing roadway and constructing a new pavement utilizing Full -Depth Reclamation (FDR). During construction, there were several unforeseen conditions that were encountered that resulted in change orders to the contractor, and delays in the construction schedule. The single largest issue was that the condition of the soil had a higher moisture content than when the soil was tested for the Geotechnical Report. This higher moisture level is likely due to the large rain events that occurred in January of 2010. When the soils report was conducted in April 2009, very low recorded rainfall occurred for that season. The presence of the high groundwater, high moisture content, and clay soils in College Park East is the original reason that the testing that was done in the Geotechnical Report. Agenda Item L Page 2 In addition to the higher moisture content several of the private utilities were located closer to the surface of the roadway that was reported to the City. The contractor's equipment severed several private utility lines and a city watermain during the construction. Engineering staff, the design engineers and the geotechnical consultant met and revised the FDR sections. The revised design proved to be adequate for the wet conditions. The impact of these changes was significant to the residents as traffic was restricted from the area longer than was anticipated. If FDR is used again as a method of reconstruction the contractor will be required to verify the moisture content of the soil prior to the start of construction. Additionally the contractor will be required to demolish a smaller work area. This will limit the amount of resident that are impacted by any obstacles with the construction. The project is now complete with the satisfaction of the City Engineer and recommends formal acceptance of the project. FINANCIAL IMPACT: In the approved 09/10 Budget, $5,050,000.00 was approved for the Project ST1004 Local Street Resurfacing Program. These funds are to be used for Project ST1004 —A and ST1004 —B. Below is a breakdown and summary of expenses for the project: Estimated Expenses: Amount Construction — All American $1,296,495.07 Construction Management $23,360.00 Design $389,078.00 TOTAL $1,708,933.07 When project ST0906 — A — Old Town Paving is completed, staff will bring a final report outlining the funding spent under this budget. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. That the work required to be performed by said Contractor has been completed. Section 2. That the total cost of amount to be paid to contractor for the work performed is $1,296,495.07. Section 4. That the work is hereby accepted and approved. Section 5. It is further ordered that a "Notice of Completion° be filed on behalf of the City in the Office of the Orange County Recorder within ten (10) days of the date of this resolution.
