SUBJECT: PLANS AND SPECIFICATIONS FOR NORTH OCEAN
AVENUE ALLEY FROM MAIN STREET TO 14
STREET PROJECT No. WT0902
SUMMARY OF REQUEST:
The City Council is asked to approve the plans and specifications for the North
Ocean Avenue Alley from Main Street to 14 Street Project No. WT0902 and
authorize the solicitation for bids.
BACKGROUND:
The Ocean Avenue Alley is in need to replacement of water and sanitary sewer
facilities. The 2003 Water Master Plan identified areas throughout the City for
cast iron water main replacements due to aging equipment. In addition to
replacement of the material the water mains within the Ocean Alley will be
increased in size to improve the water system's fire flow capability and eliminate
the future water main breaks.
The Plan identified the area in Old Town, specifically the alley north of Ocean
Avenue between 14 Street and Main Street, where the pipes are aged,
deteriorating and deficient in capacity. City staff has labeled this area as a high
priority for replacement due to the frequency of breaks.
In addition the sewer mains within the Ocean Alley are original and were
constructed more than 50 years ago, and have outlived their life expectancy.
The proposed pfoject will rehabilitate sewer and water utilities, pavement,
upgrade water meters, and fire hydrants from Main Street to 14 Street. This will
improve the performance of both systems and eliminate breaks and backups.
The plans and specifications have been completed and approved by the City
Engineer and staff is ready to solicit for bids. Plans and specifications are
available for review in the City Engineer's office.

The project is being timed to have construction begin after the holiday season
and before the upcoming summer of 2011. The construction impact for this
project will be significant to the residents that live on the Alley as access will not
be available to the alley. The project will be constructed one block at a time to
keep the impact to a minimum. Notification about the project will be provided to
the residents via mailers, the City website, SBTV3, and press releases. Two
community meetings will be held to discuss the project prior to construction.
ENVIRONMENTAL IMPACT:
This project complies with the California Environmental Quality Act and is found
to be categorically exempt under section 15301 Class 1 subsection (b).
FINANCIAL IMPACT:
On the October 26, 2009 City Council Meeting, staff amended the approved
Fiscal Year 09/10 Budget to reflect the below:
Lampson Well Phase II (on and offsite) $3,510,000
Beverly Manor Station Rehab $2,540,000
North Ocean Avenue Alley $ 700,000
TOTAL $6,750,000
In the amended and approved 2009/10 Budget, $700,000 has been allocated for
North Ocean Avenue Alley Project No. WT0902. The total estimated cost for the
North Ocean Avenue Alley Project is $600,000. This includes construction,
inspection, and contingencies.
RECOMMENDATION:
It is recommended City Council approve the plans and specifications for the
North Ocean Avenue Alley from Main Street to 14 Street Project No. WT0902
and authorize the solicitation for bids.
