SUBJECT: Resolution supporting Orange County Transportation Authority in the effort to
explore the use of Measure M funds for transit projects
SUMMARY OF REQUEST:
Resolution Number 5 /4- supporting Orange County Transportation Authority in the effort
to explore the use of Measure M funds for long term solutions for transit projects.
BACKGROUND:
At the request of Mayor Yost the attached resolution and letter has been prepared for City
Council consideration. This resolution requests OCTA to use the funding from the Center Line
for an alternative mass transit purpose now that Center Line is no longer a viable project.
FINANCIAL IMPACT:
None
RECOMMENDATION:
Approve Resolution Number 4 :23 i 4- supporting OCTA in the effort to explore the use
of Measure M Funds for transit projects and authorize the Mayor to sign a letter of support.

Dear Board Members,
As a members of the City Council of the City of Seal Beach, we believe we must remain
true to our original Measure M financing plan for transportation improvements, we urge
you to take the steps necessary to ensure that the Measure M funds earmarked for transit
are spent on transit projects. We hope that the Orange County Transportation Authority
(OCTA) will continue to use funds designated for transit to move Orange County toward
the more balanced transportation network that was a cornerstone of Measure M.
The Council applauds your recent Board decision to explore rapid transit options for
Orange County and we are ready to assist you in exploring how the Measure M transit
funds can most effectively be invested to provide long term transit solutions to our wide
ranging travel needs.
The City of Seal Beach has been an active participant in rapid transit planning and we
hope to continue to work with OCTA in the future. On April 11, 2005, the Council
passed the enclosed resolution reaffirming our commitment to transit for our increasing
diverse county.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, SUPPORTING THE ORANGE
COUNTY TRANSPORTATION AUTHORITY IN THE EFFORT
TO EXPLORE THE USE OF MEASURE M FUNDS FOR
TRANSIT PROJECTS.
WHEREAS, The City of Seal Beach wishes to make it easy for Orange County residents to
access its diverse cultural, economic, and recreational resources; and
WHEREAS, the City recognizes that a balanced and continually improving regional
transportation network is crucial if the access is going to be a reality; and
WHEREAS, the City recognizes that a growing segment of our residents would benefit from
having a more accessible and convenient rapid transit system; and
WHEREAS, Measure M, the half cent sales tax approved by Orange County voters to fund
transportation improvements, expressly set aside approximately $340 million for a rail system;
and
WHEREAS, these and other transit - designated funds were earmarked for the CenterLine
system; and
WHEREAS, due to a lack of matching federal funds, the Orange County Transportation
Authority (OCTA) is now presently considering ways to reallocate the local and state funds that
were previously designated for the CenterLine light rail system;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach,
California,
1. Encourage OCTA to allocate all Measure M funds previously
designated for the CenterLine light rail project to transit projects;
and
2. Encourage OCTA to involve local elected officials in a dialogue
about a long -range rapid transit vision for Orange County.
PASSED, APPROVED AND ADOPTED the City Council of the City of Seal Beach, at a
